The New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.

The Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners; programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.

The Secretary General’s “Data Strategy for Action by Everyone, Everywhere” is our agenda for data-driven transformation – to deliver with more insight, impact and integrity. This position is part of a time-bound, cross-functional and inter-agency team – located in the Executive Office of the Secretary-General (EOSG) – that supports the implementation of the Data Strategy across the UN. Reporting to the Strategic Planning & Monitoring Unit in EOSG, the team collaborates with the Office of the Chief Information Technology Officer (OICT) to spread awareness, engage users, prioritize use cases, nurture partnerships and enhance governance.

UNOPS is expected to provide strategy and community support services to accelerate the implementation of the Secretary-General’s Data Strategy, in collaboration with Office of the Secretary-General (EOSG) and OICT.

The incumbent of this position will be a UNOPS personnel under its full responsibility.

Functional Responsibilities

Under the overall supervision of the UNOPS Senior Programme Manager or designated individual, the incumbent will work in support of the Senior Planning Officer, Executive Office of the Secretary-General, and will be responsible for collaborating with the Strategic Planning Unit in EOSG and OICT to:

  • Assist in developing and implementing change management initiatives for key concepts of the Data Strategy;
  • Drive awareness of the Strategy across the UN Secretariat and broader UN family;
  • Support user and focal points communities across the UN family with knowledge, in-person and online events;
  • Assist data governance groups with development of agendas, recommendations and action trackers;
  • Build online sites, training materials and guide to empower users in strategy implementation;
  • Develop newsletters and other engaging material on data-driven change, challenges and solutions;
  • Assist focal points in advancing concepts for better internal data sharing, global data hubs, joint approaches to training, recruitment and resource mobilization;
  • Support the team with quantitative analytical products for senior UN decision-makers;
  • Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above.

    Monitoring and Progress Controls

The work of the ICT Associate (The UN Secretary-General’s Data Strategy) directly impacts delivery of services of EOSG and OICT, as well as the performance of services implemented in field missions and headquarters. EOSG and OICT will ensure that proper processes and methodologies are followed and implemented according to the latest industry standards. The incumbent is responsible for ensuring activities for all global locations are in line with the overall business targets and UN policies, rules and regulations.

Education/Experience/Language requirements

a. Education

  • High school diploma or equivalent;
  • A university degree in Management, Business, Analytics, Computer Science, Information Systems, Public Administration, International Relations or related field is an asset or advantage and may replace some of the required number of years of experience.

    b. Work Experience

Required:

  • A minimum of six (6) years of post-high school experience in management consulting or similar, including strategy design, communication or change management; a minimum of two (2) years of relevant experience is required with a first level university degree (Bachelor’s degree or equivalent);
  • A minimum of two (2) years of experience in applications for knowledge management, web design, surveys, presentations, quantitative analysis, or similar (e.g. MS PowerPoint, SharePoint, Excel, PowerBI, Tableau, Adobe Creative Suite, or similar);
  • A minimum of one (1) year of experience with campaign/community management, or similar (e.g. MS Yammer, Mailchimp, WordPress, or similar);

    Desirable:

  • Passion for the United Nations, incl. global agendas on sustainable development, climate, peace, human rights;

  • Experience in interfacing with stakeholders, leading meetings, communicating complex concepts in compelling presentations, or promoting buy-in;
  • Experience with data-driven change or digital transformation efforts;
  • Ability to process high-level business problems and develop precise client-focused analytical solutions;
  • Experience with workflow apps, incl. Microsoft Forms, PowerAutomate, PowerApps, or similar.

c. Language - Fluency in English (read, write, speak) is required for this post. - Knowledge of one or more official UN languages will be considered an asset.
