WHO Mauritius Country Office SSA ICT Assistant

1. Background Country Management Support Units (CSUs) have been established in the organisational structure to provide support for Managers and staff to fully assume their responsibilities in the GSM environment and to ensure compliance with organizational policies, procedures, rules and regulations on all administrative and financial matters and transactions in the context of an Enterprise Resource Planning (ERP) system. Under the supervision of the WHO Operations Officer, the incumbent will ensure provision of professional ICT to the country office and support the UN system ICT support Assistant. He/She will operate within the established guidelines and will make recommendations on improvement of ICT. In close supervision and collaboration with the UN System ICT support assistant, the incumbent will have constant interaction with the ICT Regional Teams and will consult and interact with other team members within the Regional Office Management Support Unit (RSU), Inter-country Support Units (ISU), Country Management Support Units (CSU), the Headquarters and the Global Service Center.

2. Deliverables • Support the coordination of the installation and maintenance of all ICT hardware and software; according to AFRO ICT standard. • Ensure uninterrupted and effective ICT services to the office. • Install and support LAN/WAN and data communications systems as per AFRO ICT Standards (Windows 10 Operating System, Windows 2012/2016 Server, TCP/IP, Ethernet, VPN, PIX, Firewall, Proxy server, MS Office sharepoint, Office 365 platform VSAT, VolP, SNMP. DNS, DHCP, etc…); • Ensure in upgrading patch and anti-virus programs on a timely basis. • Performance of specific technical functions, including changing of hardware electronic components (disks, memories, network wiring, power sources, etc.) and routine repairs; • Ensure assistance in the installation of commercial and in-house developed software and related upgrades; • Support to users in backing up and restoring their files, as well as in virus detection, removal and prevention; • Maintain inventory of ICT equipment and software; • Administer software and updates; • Manage firewall system, configure network printers (secure printing). • Provide in-house training/assistance to staff on usage of informatics equipment (computers accessories) programs (software e.g 365 file uploading and sharing); • Support the PHQ during the transfer from GSM to PBM • Ensure that external consultants and visitors have access to ICT network and services; • Perform other duties as required by immediate supervisor and WR

3. Qualifications, experience, skills and languages REQUIRED QUALIFICATIONS

3.1 Nationality: Mauritian

3.2 Education Essential: Completion of secondary education Technical qualifications in computer science or information technology systems Desired: Sub-specialty training in Computer Science or telecommunications or related area

3.3 Work Experience Essential: At least 2 years of progressive experience in administration of information and telecommunications technologies infrastructure and years of responsibility work in LAN management.

Desirable: Experience in the integrating Voice and Data Communications field: LAN design, maintenance and troubleshooting roster configuration, IP address schemes, internet/tunneling. Experience in in working with WHO, the UN or international organization.

3.4 Skills Good knowledge of GSM System or similar ERP Systems; Experience with staff training in the use of management information systems. Work requires very good knowledge of LAN and TCP/IP networking and other internet based protocols, Windows 10 Professional, Windows 2012/2016 Server, Microsoft Active Directory; Good knowledge of E-mail system’s administration (Exchange Server 2010 and Microsoft Office365); Good knowledge of computer security including firewall and Virus protection; Good knowledge of Data backup and Disaster Recovery procedures (Veritas Backup Exec is the software used); Good knowledge of Database programming with visual Basic; Good knowledge of the Administration of telecommunication systems including Cisco Unified Communications Manager (Call Manager) ; Ability to analyze and troubleshoot problems; Demonstrated ability to identify and solve technical problems in difficult circumstances. ability to write technical documents. Discretion and respect of privacy rules.

3.5 Use of language skills Essential: English and French a. Expert Level

3.6 WHO Competencies REQUIRED The incumbent need to reflect privacy and confidentiality of information as per WHO rules and code of conduct.
