OBJECTIVES OF THE PROGRAMME

Les unites d'appui administratif des bureaux de pays (CSU) ont ete mises en place dans l'organigramme pour fournir un appui aux responsables et aux membres du personnel afin de leur permettre d'exercer pleinement leurs responsabilites dans l'environnement du GSM et de garantir la conformite aux politiques, procedures, regles et reglements dans toutes les transactions ou pour toutes les questions administratives et financieres, dans le contexte d'un systeme de planification des ressources institutionnelles (ERP).

DESCRIPTION OF DUTIES

Installation,Administration and Maintenance Assist users in the resolution of any problem related to applications, software and hardware; Coordinate the installation, configuration and maintenance of all ICT hardware and software, according to the organization's ICT standards. Ensure solutions to problems related to computers, printers and other peripherals; Ensure the continuity and efficiency of ICT services at the office level. Install and support LAN/WAN communication and data systems according to the organization's ICT standards (Windows 10 operating system, TCP/IP, Ethernet, VPN, PIX firewall, proxy server, Microsoft Windows 2008/2012 server, VSAT, VoIP, SNMP. DNS, DHCP, etc.) ; Perform a daily backup of the data file server; Implement and maintain disaster recovery (BCP) procedures; Set up and maintain the security of the ICT infrastructure (protection against hacking and viruses, power cuts, fires, etc.); Maintain a comprehensive inventory of ICT hardware and software. Install applications/programs and perform configurations in mobile devices (smartphones, tablets) as needed; Contribute to the training of end users in office applications, such as the Microsoft Office suite and other tools (example: Teams, Zoom...); Liaise with other UN agencies and external partners on ICT issues. Perform such other duties as may be assigned.Reporting Make a quarterly report on the inventory of computer equipment; Provide and update technical documentation on all ICT-related activities; Produce a monthly activity reportAdministrative and user support Provide internal training/support to staff on the use of computer hardware and programs (software) (computer accessories); Assist in the design and implementation of database applications and other computer programs; Coordinate the activities of external consultants; Act as ict/AFRO focal point at the WHO Country Office levelAsset Management: Oversees the registration of WHO assets and maintains records in accordance with the relevant provisions of the WHO Handbook Ensures the accuracy of data entries by verifying the information contained in the Unit's Fixed Asset Register (CSU) Administers the disposal of assets that are no longer in use, after obtaining the discharge of the WHO Representative; Oversees the periodic physical audit (at least once a year) of all country office assets and performs reconciliations to the fixed asset registry; Prepares a report on the anomalies found (items not registered, not found or destroyed) that it submits to the hierarchy for control and decision-making purposes Coordinates the transfer of assets from one person to another or from one unit to another and ensures that this is reflected in central fixed assets Oversees the reform process (auctioning, donation, cannibalization) of obsolete assets, ensures that such reform is carried out in the best interest of the Organization and maintains the data contained in the fixed asset register; Oversees the preparation of the annual statement of assets and their total value subdivided into different categories, in accordance with the WHO Manual; prepares the administrative document for reform reports and physical inventories and presents other statistics Answers all questions posed by the Regional Office's fixed asset specialists regarding standard operating procedures used for fixed asset management

REQUIRED QUALIFICATIONS

Education

Essential: Full secondary cycle, preferably supplemented by technical or university studies in the field of computer systems or information technology. Desirable: An undergraduate degree in computer science, telecommunications or training in asset management or a related field would be an asset

Experience

Essential: At least 8 years of experience in the administration of information technology and telecommunications infrastructures with a few years of progressively responsible experience in LAN management. Desirable: Experience in the field of voice-data communication integration: LAN design, maintenance and troubleshooting of list configuration, IP addressing methods, Internet/Tunnelling.

Skills

The work requires excellent knowledge of LAN and TCP/IP networks, networks and Internet protocols, Windows 10 Professional and XP Professional, Windows 2008/2012Server, Microsoft Active Directory; Good knowledge of the administration of e-mail systems (Exchange Server 2010, Outlook and Microsoft Office 365). A good knowledge of computer security, including protection by firewalls and antiviruses; Good knowledge of data backup and disaster recovery procedures (VeritasBackup Exec is the software used); Good knowledge of database programming with Visual Basic; Good knowledge of telecommunications system administration, including Cisco Unified Communication Manager(Call Manager); Ability to analyze and solve problems; an ability to draft technical documents.

Use of Language Skills

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at XAF 21,654,042 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
