ICT Assistant

OBJECTIVES OF THE PROGRAMME

The objective of the Administration and Finance Department (DAF) is to optimize the implementation of WHO's global health mandatethrough establishment and monitoring of effective and responsible management, administration and supportive policies, systemsand services and to promote a collaborative working environment and ensure prompt financial, programme implementation and monitoringand efficient distribution of resources in support of WHO's leadership role in international health.Objectives of ITT/EMRO are as follows\:1) Design, implement, manage and train on computer-based applications including health information systems, database management,health on the internet, at the Regional Office, Country Offices and Member States including human resources development,provision of ICT infrastructure, needs assessment, networking and resource sharing and application management and engineering;2) Coordinate the design, development and formulation of policies and work of the Regional Office for application of Information Technology in health care delivery;3) Undertake decisions on managing and upgrading system requirements.4) Advise, as principal adviser, the senior management on lCT regional strategy;5) Design and implement policies and plans of action for improving the technology infrastructure and usage in the Regional Office and Country Offices.The Common Services Unit (CSU), under DAF, also ensures adequate support to the Eastern Mediterranean Regional Office (EMRO) programmes,and manages and supports the delivery of meetings and trainings facilities and services for EMRO, in addition to providing support toall the WHO offices in Jordan in terms of procurement, logistics, meetings, IT, Security and building maintenance.

DESCRIPTION OF DUTIES

The incumbent will perform the following duties\:

1.Provide technical support required for the administration and operation of the Local Area Network related to all WHO offices operating in Jordan,Wide Area Network and Internet based communications including hardware/software requirements, network protocols, data security measuresand assist in system integration through multiple LAN servers and protocols.

2.Coordinate, with the Information and Telecommunication Technology (ITT) unit at the Regional Office, the installation, set up, implementation and training for computer applications to facilitate workflow and implementation of technical programmes including standard office applications,the activation of Internet and e-mail services, Global Management System (GSM), and other applications on the country office LAN.

3.Install, set up and certify compliance with standards and specifications of new hardware and software in offices of WHO supported projects in the countrysuch as desktops, laptops, printers and scanners;

4.Based on needs assessments, conduct related training sessions for staff and non staff, resulting in better use of IT resources.

5.Assess ICT needs and communicate results to the Regional Office for coordination and approval of action;

6.Act as focal point with the local Internet Service Providers, both locally and globally, as well provides mobile phones upon request with appropriate packages.

7.Identify the need for new equipment, discusses estimates and prepares analysis for management decision; verify receiving reports of newly purchased data processing equipment for the WHO Offices in Jordan and other WHO supported projects;

8.Any other data processing and telecommunications (GPN, Support to TC/VC related task…etc) as assigned by supervisors.

REQUIRED QUALIFICATIONS

Education

Essential\: Completion of secondary education; Training in area of informatics or telecommunication;Formal training on Windows Operating Systems family;Formal training on MS Office Suite. Desirable\: University degree in computer science, computer engineering, or related field is an asset.

Experience

Essential\: At least eight years of progressive experience in operation of computers, hardware maintenance/trouble-shooting and software support. Desirable\: Relevant experience in the UN system.Other Considerations (e.g. Physical Workplace Condition, if other than normal office environment; IT Skills; etc.)\:Knowledge of GSM/Oracle applications is an asset.

Skills

Good knowledge of microcomputer operations;Excellent knowledge of Windows Operating Systems and Windows based networking environment;Excellent knowledge of Windows based back office and desktop applications;Knowledge of basic telecommunications technologies and Internet based protocols.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at JOD 18,034 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
