OBJECTIVES OF THE PROGRAMME

<span style="font-size:10pt"><span style="font-family:"Courier New""><span lang="EN-US" style="font-family:"Open Sans",sans-serif">Country Management Support Units (CSUs)</span><span lang="EN-GB" style="font-family:"Open Sans",sans-serif"> have been established in the organisational structure to provide support for Managers and staff to fully assume their responsibilities in the GSM environment and to </span><span lang="EN-US" style="font-family:"Open Sans",sans-serif">ensure compliance with organizational policies, procedures, rules and regulations on all administrative and financial matters and transactions in the context of an Enterprise Resource Planning (ERP) system.</span></span></span>

DESCRIPTION OF DUTIES

1.ICT: Coordinate the installation and maintenance of all ICT hardware and software, according to AFRO ICT standard; Ensure uninterrupted and effective ICT services to the office; Install and support LAN/WAN and data communications systems as per AFRO ICT Standards (Windows 10 Operating System, Windows 2008/2012 Server, TCP/IP, Ethernet, VPN, PIX, Firewall, Proxy server, Microsoft Exchange server 2010, VSAT, VolP, SNMP. DNS, DHCP, etc…);Maintain, troubleshoot and repair ICT equipment; Perform daily server backup of data files;Set up and maintain disaster recovery procedures;Set up and maintain security of the ICT infrastructure (hacker and virus protection, protection against power failure, fire protection, etc;Maintain inventory of ICT equipment and software; Administer software and updates; Liaise with other UN agencies and external partners on ICT matters; Provide technical documentation concerning all ICT related activities and update it;Make a monthly activity report; Provide in-house training/assistance to staff on usage of informatics equipment (computers accessories) programs (software);Assist in the design and implementation of database applications and other computer programmes;Coordinate the activities of external consultants;Act as ICT/AFRO focal point at WHO Country Office level;

2.Security: Facilitate implementation of security measures outlined in the Security Plan, MOSS, and SOPs towards having an acceptable level of MOSS compliance for the Country Office; Periodically undertake security risk assessment for the Country Office and report to the Head of WHO Office on any emerging security threats to WHO personnel, operations, premises and assets; Develop contingency plans and facilitate implementation of identified mitigating measures for the Country Office; Facilitate staff members training and adherence to current measures prescribed by UNDSS/WHO and facilitate real time provision of information and advice on prevailing security situation; Facilitate WHO participation in the UN Security Cell and establish contact with all relevant national authorities including national security agencies as appropriate; Perform incident-specific related duties, as required by the functional supervisor; Perform other duties as required by immediate supervisor and WR.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary education; technical qualifications in computer science or information technology systems.

Desirable: Sub-specialty training in computer science or telecommunications or related area. Training security management or equivalent in military or police academy.

Expérience

Essential: At least 8 years of progressive experience in administration of information and telecommunications technologies infrastructure with some years of responsibility work in LAN management.

Desirable: Experience in the integrating Voice and Data Communications field: LAN design, maintenance and troubleshooting roster configuration, IP address schemes, internet/tunneling. Experience in security management at national level that include training and guiding staff on security issues. Experience in working with WHO, the UN or international organization.

Skills

Work requires very good knowledge of LAN and TCP/IP networking and other internet based protocols, Windows 10 Professional, Windows 2008/2012 Server, Microsoft Active Directory; Good knowledge of E-mail system’s administration (Exchange Server 2010 and Microsoft Office365); Good knowledge of computer security including firewall and Virus protection; Good knowledge of Data backup and Disaster Recovery procedures (Veritas Backup Exec is the software used); Good knowledge of Database programming with visual Basic; Good knowledge of the Administration of telecommunication systems including Cisco Unified Communications Manager (Call Manager) ; Ability to analyze and troubleshoot problems; Demonstrated ability to identify and solve technical problems in difficult circumstances. ability to write technical documents.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at 216595SCR (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
