OBJECTIVES OF THE PROGRAMME

Les unites d'appui administratif des bureaux de pays (CSU) ont ete mises en place dans l'organigramme pour fournir un appui aux responsables et aux membres du personnel afin de leur permettre d'exercer pleinement leurs responsabilites dans l'environnement du GSM et de garantir la conformite aux politiques, procedures, regles et reglements dans toutes les transactions ou pour toutes les questions administratives et financieres, dans le contexte d'un systeme de planification des ressources institutionnelles (ERP).

DESCRIPTION OF DUTIES

Installation,Administration and Maintenance Assister les utilisateurs dans la resolution de tout probleme lie aux applications, logiciels et materiel informatique; Coordonner l'installation, le parametrage et la maintenance de l'ensemble du materiel et des logiciels ICT, selon les normes de l'organisation en matiere d'ICT. Veiller a trouver des solutions aux problemes lies aux ordinateurs, imprimantes et autres peripheriques; Assurer la continuite et l'efficacite des services ICT au niveau du bureau. Installer et appuyer les systemes de communication LAN/WAN et de donnees selon les normes de l'organisation en matiere de ICT (Systeme d'exploitation Windows 10, TCP/IP, Ethernet, VPN, PIX pare-feu, serveur proxy, Microsoft Windows 2008/2012 server, VSAT, VoIP, SNMP. DNS, DHCP, etc.) ; Effectuer une sauvegarde quotidienne du serveur des fichiers de donnees ; Mettre en place et maintenir des procedures de reprise apres sinistre (BCP) ; Mettre en place et maintenir la securite de l'infrastructure ICT (protection contre le piratage et les virus, les coupures d'electricite, les incendies, etc.) ; Maintenir un inventaire exhaustif du materiel et des logiciels ICT. Installer des applications/programmes et effectuer des configurations dans les appareils mobiles (smartphones, tablettes) selon les besoins; Contribuer a la formation des utilisateurs finaux aux applications bureautiques, telles que la suite Microsoft Office et d'autres outils (exemple: Teams, Zoom…); Assurer la liaison avec d'autres agences des Nations Unies et les partenaires exterieurs sur les questions relatives aux ICT.Communication de rapports Faire un rapport trimestriel sur l'inventaire du materiel informatique ; Fournir et actualiser une documentation technique sur l'ensemble des activites liees aux ICT ; Produire un rapport d'activites mensuelAppui administratif aux utilisateurs Fournir une formation/assistance interne au personnel sur l'utilisation du materiel et des programmes (logiciels) informatiques (accessoires d'ordinateurs) ; Aider a la conception et a la mise en œuvre d'applications de bases de donnees et autres programmes informatiques ; Coordonner les activites des consultants externes ; Faire office de point focal ICT/AFRO au niveau du Bureau de pays de l'OMSGestion des Actifs: Supervise l'enregistrement des actifs de l'OMS et tient les archives conformement aux dispositions pertinentes du Manuel de l'OMS Garantit l'exactitude des entrees de donnees en verifiant les informations contenues dans le registre des actifs fixes de l'Unite (CSU) Administre la cession des actifs qui ne sont plus utilises, apres avoir obtenu le quitus du Representant de l'OMS ; Supervise la verification physique periodique (au moins une fois par an) de tous les actifs du bureau de pays et effectue les rapprochements avec le registre des actifs fixes ; Elabore un rapport sur les anomalies constatees (articles non enregistres, non trouves ou detruits) qu'il soumet a la hierarchie pour des besoins de controle et de prise de decision Coordonne le transfert d'actifs d'une personne a une autre ou d'une unite a l'autre et veille a ce que cela se reflete dans les actifs fixes centraux Supervise le processus de reforme (vente aux encheres, donation, cannibalisation) d'actifs devenus obsoletes, s'assure que cette reforme s'effectue dans le meilleur interet de l'Organisation et tient a jour les donnees figurant dans le registre des actifs fixes ; Supervise la preparation de l'etat annuel des actifs et de leur valeur totale subdivisee en differentes categories, conformement au Manuel de l'OMS; prepare le document administratif des rapports des reformes et des inventaires physiques et presente d'autres statistiques Repond a toutes les questions posees par les specialistes en actifs fixes du Bureau regional en ce qui concerne les modes operatoires normalises utilises pour la gestion des actifs fixesExecuter toutes autres taches qui pourraient etre confiees.

REQUIRED QUALIFICATIONS

Education

Essential: Cycle secondaire complet, de preference complete par des etudes techniques ou universitaires dans le domaine des systemes informatiques ou de technologies de l'information Desirable: Un diplome de premier cycle en informatique, telecommunications ou une formation en gestion d'actifs ou dans un domaine connexe serait un atout

Experience

Essential: Au moins 10 annees d'experience dans l'administration d'infrastructures de technologies de l'information et de la telecommunication avec quelques annees d'experience a des niveaux de responsabilite croissante en gestion des LAN. Desirable: Experience le domaine de l'integration des communications voix-donnees : Conception LAN, maintenance et depannage de la configuration de listes, methodes d'adressage IP, Internet/Tunnelling.

Skills

Le travail exige une excellente connaissance des reseaux LAN et TCP/IP, reseaux et internetprotocoles, Windows 10 professionnel et XP Professionnel, Windows 2008/2012Server, Microsoft Active Directory Une bonne connaissance de l'administrationdes systemes de messagerie electronique (Exchange Server 2010, Outlook andMicrosoft Office 365). Une bonne connaissance de la securite informatique, ycompris la protection par les pare-feu et les antivirus; Une bonne connaissance des procedures de sauvegarde des donnees et de reprise apres sinistre (VeritasBackup Exec est le logiciel utilise); Une bonne connaissance de la programmationde base de donnees avec Visual Basic; Une bonne connaissance de l'administrationdes systemes de telecommunication, y compris Cisco Unified Communication Manager (Call Manager); Une capacite a analyser et resoudre les problemes; une capacite a rediger des documents techniques.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at XOF 12,550,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
