Background Information - Job-specific

The position is expected to contribute to the UNOPS projects for enhancement of the rule of law systems, more specifically of the judicial systems in respective country(ies) by increasing the efficiency and effectiveness of the institutions and to bring the system for promotion and protection of human rights in line with EU rule of law practices. The main focus will be on improvement of the ICT systems and subsystems of beneficiaries institutions and compliant with respective EC standards.

The position will aim to address the needs of the institutions that require enhancement of the system through identifying the best option for application of information system, which would cover the needs and key business processes of the judicial institutions; procuring ICT equipment; implementing security improvement and institution certification when and where needed and arranging specialized training for the employees.

UNOPS, as the implementing partner, is responsible for managing the Project(s) and conducting the procurement processes in accordance with its procurement policy and regulations, with the inputs and in collaboration of the national beneficiary institutions, and in line with the Project documents established and approved by the respective national line Ministries and Donors. Predominantly, the procurements refer to the hardware and software solutions.

Functional Responsibilities

Under the direct supervision of the Procurement Specialist, the ICT Analyst (IT Procurements for information systems) will partner with business process owners and their teams to define requirements for identified purchasing needs in the information and communication technology (ICT) area. In particular, the ICT Analyst will undertake the following tasks/duties compliantly with the UNOPS procurement framework:

  • Understand and get familiar with the existing information system(s) and its internal processes in respective country(ies) under RSMCO coverage;
  • Propose solutions for more effective utilization of the information system resources and improving processes and provide recommendations for optimum functionalities wherever required;
  • Develop and/or review technical specifications for IT products or Terms of Reference for services that are subject to procurement, confirm compliance with the needs of Projects’ end-beneficiaries;
  • Provide advice in sourcing vendors (both national and international), market research and costing compliance with approved budgets;
  • Advice on qualification criteria for tendering packages considering the market conditions thus ensuring effective competition;
  • Participate in the clarification process by answering questions regarding technical specifications to bidders during solicitation and evaluation processes;
  • Participate in the Evaluation Team in the capacity of subject matter expert, ensuring compliance of received bids with the requirements detailed in the tender documentation;
  • Monitor the delivery of products and services and confirm compliance with the requested/contracted specifications and/or conditions;
  • Perform other duties as may be reasonably required and in line with the incumbent’s scope of services.

Education/Experience/Language requirements

Education - Advance University Degree preferably in Information Technology, Electrical Engineering or related fields is required. - University Degree (bachelor’s degree / first level) with a combination of two additional years of relevant professional experience may be accepted in lieu of the Advanced University Degree.

Work Experience

  • Minimum two years of experience in procurement of IT equipment and/or software/security solutions is required.
  • Experience in procurement of IT equipment and software/security solutions in Western Balkans countries is an asset.

Language Skills

  • Fluency in the English language is required.
  • Knowledge of Serbian, Bosnian, Montenegrin, Macedonian will be considered an asset.
