OBJECTIVES OF THE PROGRAMME

The Information and Technologies Management Unit (ITM) provides information and technologies management services to WHO programmes, including the Inter Country Support Team Offices (IST), and 47 WHO country offices in the African region. The Unit is also responsible for the formulation,implementation, and coordination of ICT strategies and policies in the region

DESCRIPTION OF DUTIES

Under the supervision of the Operations Officer, theInformation Technology Officer is responsible for the following duties:1. Manages and oversees information technology infrastructure services and projectmanagement of IT projects in the country office.2. Supervise and manage daily activities of the information technology team, ensuring service requests are attended to. 3. In coordination with UNON responsible for the installation, maintenance,configuration, administration, and reliable operation of the LAN/WAN network infrastructure in compliance with WHO standards. 4. Responsible for the maintenance, configuration, administration, and reliable operation of managedworkstation environment, datacentre server farm, and data storage areas withinthe country.5. Manage, support, and maintain collaborative tools,such as SharePoint and other online video conferencing platforms.6. Implement and ensureappropriate processes for data protection, backup, disaster recovery, and failoverprocedures are in place.7. Monitor server and communications infrastructure performance,including VSAT, Internet links and services and telephony systems. 8. Responsible for security/cybersecurity processesand procedures and ensure prompt remediation of discovered threats and vulnerabilities.9. Responsible for capacity and transition planning, and overall infrastructureperformance.10. Develop and maintain appropriate documentation andpolicies related to end-user support and the infrastructure. Provide internaltraining/support to staff on the use of computer hardware, software and ITrelated services/tools.11. Contribute to the preparations of budgets, workprograms, and spending plans related to information and communicationstechnology. 12. Collaborate with IT colleagues in the WHO RegionalOffice and other country offices as well as WHO HQ for regional and global IT projectsas and when necessary.13. Maintainthe IT assets inventory (hardware, software and licenses).14. Performs other duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: University degree or equivalent training and/orexperience, in Computer Science, Electrical Engineering or any other relatedfield. Desirable: PRINCE2, ITIL, Microsoft and CISCO Certifications willbe an asset.

Experience

Essential: At least 5 years of experience in theimplementation, administration, and maintenance ofworkstations, servers and network infrastructure, end-user support and projectmanagement. Desirable: Experience in project management as well assolid knowledge of technology trends for effective user and ICT infrastructural support.

Skills

Strong knowledge in LAN/WANarchitecture, configuration, and administration. Practical knowledge and administration ofMicrosoft Windows server and workstation operating systems, active directory,and associated components, end-point detection and response systems, backupsoftware applications.Practical knowledge and understanding knowledgeof virtualization, Hyper-V, VMWare, or equivalent.Practical knowledge and understanding of CISCOswitches, routers, active devices, and software.Knowledge in implementation and managing IT security/cybersecurity systems and tools. Good analytical and problem-solving skills beintuitive with a high sense of responsibility towards achieving results in atimely manner.Demonstrated ability to write technical documentation and use various project management methodologiesAbility to work wellin a team setting and under pressure.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 50,377 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1738 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
