You have:

  • Valid license from the Libyan Bar Association (preferred but not required)

The Legal Technical Officer is responsible for the implementation of legal case management activities, training sessions, legal research and analysis, and supervision of legal consultants within the ICLA projects in the Area Office. The Officer supports the project coordinator, project manager, and Core Competency Specialist in drafting information materials (GIS scripts) and other awareness or counselling materials used by the team and consultant lawyers. The role includes the recruitment, briefing, planning, and supervision of consultant lawyers’ day-to-day activities, regular reporting of legal case management and training activities, representation of NRC’s ICLA programme, liaison with relevant authorities and stakeholders, and coordination with external partners.

Qualification requirement:

  • Master’s or bachelor’s Degree in law

  • Valid license from the Libyan Bar Association (preferred but not required);

  • Experience in working in a humanitarian/recovery context.

  • Previous experience from working in complex and volatile contexts.

  • Documented results related to the position’s responsibilities.

  • Excellent writing and analytical skills

Context related skills, knowledge and experience

  • Extensive knowledge of Libyan legal system and practice.

  • Background in housing, land and property law and/or foreigners’ legal status law and/or civil documentation law or employment rights considered a strong advantage.

  • Knowledge and experience in international human rights law.

  • Experience in legal research.

  • Experience in legal case management.

  • Excellent report writing skills.

  • Ability to provide high quality briefs, both written and verbal, to a range of stakeholders

  • Fluency in both English and Arabic

  • Experience engaging women, youth, persons with disabilities, and minority groups in community or legal activities.

Responsibilities

Legal Case Management

  • Plan and implement all ICLA legal case management, capacity building, and research activities.

  • Provide counselling and legal assistance in office, community, and field settings; manage internal and external referrals.

  • Ensure high-quality legal aid delivery, resolving complex cases and promoting innovative approaches.

  • Supervise consultant lawyers, review performance, and ensure qualitative and timely case follow-up.

  • Manage administrative procedures of consultant lawyers (contracting, deliverables, and payments).

  • Ensure informed consent, confidentiality, and safe data handling for all cases.

  • Identify and address access barriers related to gender, age, disability, and distance, adapting service delivery accordingly.

Capacity Building – External Training

  • Develop capacity-building assessments and plans with stakeholders and duty bearers.

  • Deliver trainings, workshops, and coaching sessions, ensuring appropriate monitoring and verification.

  • Share training reports with the Project Coordinator, Project Manager, and Core Competency Specialist.

  • Integrate DIP considerations into training materials and facilitation methods.

  • Ensure participation balance and inclusion of underrepresented groups such as women, youth, persons with disabilities, and minority communities.

Technical Support

  • Draft and review technical tools supporting GIS and legal case management with input from other legal officers and specialists.

  • Produce information, education, and communication materials (videos, flyers, brochures) ensuring accessibility and proper visibility.

  • Conduct legal research as per work plans and strategy, and provide analysis of procedures and regulations related to ICLA themes.

  • Adapt and design materials to ensure inclusivity and accessibility, using clear language and culturally sensitive examples.

Internal Capacity Building

  • Contribute to staff capacity building through inductions, mentoring, and trainings on legal case management and technical tools.

  • Monitor the quality of information sessions and awareness activities.

  • Conduct quality assurance exercises and provide coaching and follow-up based on findings.

  • Provide training to staff and consultants on DIP and safe programming.

Legal Monitoring

  • Monitor and analyse relevant changes in the legal framework and report findings to management.

  • Participate in internal and joint legal monitoring exercises, literature reviews, and stakeholder consultations.

  • Analyse how legal changes may affect different groups, including women, youth, and persons with disabilities.

Assessments

  • Support ICLA and other needs assessments, research, and monitoring exercises as delegated.

  • Collect and report sex, age, and disability disaggregated data (SADD) and identify inclusion barriers and community feedback.

Safe and Inclusive Programming

  • Ensure safe and inclusive programming throughout the project cycle by applying NRC’s protection and DIP framework focused on:

  • Safety, dignity, and avoiding harm

  • Meaningful access and inclusion

  • Accountability

  • Participation and empowerment

  • Ensure inclusive service delivery through gender-balanced groups, accessible venues, and feedback mechanisms that reflect diverse perspectives.

Project M&E

  • Ensure accurate and high-quality monitoring and evaluation of ICLA activities in accordance with NRC’s M&E Strategy.

  • Report on DIP-related indicators such as participation rates and satisfaction levels regarding inclusivity.

  • Document case studies highlighting good practices in inclusion and participation.

  • Reporting
    • Contribute to high-quality and accurate reporting of ICLA achievements through NRC’s internal and donor reporting mechanisms.
  • Collaboration
    • Maintain collaboration within the ICLA team, across other Core Competencies, and with the Support and Accountability units.
    • Ensure inclusive feedback channels and follow-up through coordination with the M&E and Accountability teams.
