  1. Role and Responsibilities

The purpose of ICLA Technical Officer Position is to conduct ICLA field activities in East Jerusalem and to serve as a link between NRC’s Information Counseling and Legal Aid (ICLA) programme and local beneficiary communities in East Jerusalem.

Therefore, the selected candidate will be based 60% of the time in the field (3 days per week), and 40% in the office (2 days per week).

The following is a brief description of the role.

Generic Responsibilities

  1. Ensure compliance with NRC policies, guidelines and standards
  2. Ensure compliance with ICLA strategy, tools, handbooks, guidelines and standards
  3. ICLA specific technical responsibility for implementation of technical activities of ICLA project(s)
  4. ICLA specific technical responsibility for tracking of financial expenditures for technical activities of ICLA project(s)
  5. ICLA specific technical responsibility for the quality control and monitoring of project activities
  6. ICLA specific technical responsibility for project documentation of technical activities of ICLA project(s)
  7. Provide specific technical support and capacity building towards project staff
  8. Provide specific technical analysis and feedback to NRC representatives in coordination forums
  9. Assess, promote and document ideas for technical improvement and further program development options
  10. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  11. Promote the rights of beneficiaries in line with the advocacy strategy

Specific Responsibilities

  1. Provide technical support on Housing, Land and Property (HLP), residency rights and socio-economic issues and access to basic services to ICLA beneficiaries.
  2. Identify and engage elected members of neighborhood committees to cultivate regular, open and respectful dialogue with community representatives.
  3. Prepare, organize, facilitate and conduct ICLA field activities including; conducting coherent, knowledgeable, and consistent beneficiary outreach, counselling, follow up and information sessions, briefings and field trips for diplomats and donors.
  4. Identify, coordinate and foster relations with other protection actors active in ICLA beneficiary communities to ensure that ICLA activities are add value to current protection responses.
  5. Regularly engage the PA Ministry of Jerusalem Affairs’ Legal Aid Unit, PA Jerusalem Governor’s Office and UN OCHA / OHCHR field staff to assist beneficiaries in acquiring other humanitarian services beyond the scope of ICLA’s mandate.
  6. Contribute contextual information, data and legal updates to enhance ICLA factsheets, case summaries, legal alerts and internal / external reports.
  7. Manage and regularly follow-up on partnership agreements with ICLA implementing partner organizations to ensure that progress-markers and objectives are achieved in due time.
  8. Provide legal referrals for walk-in clients who visit NRC’s office in Sheikh Jarrah in search for legal assistance.
  9. Undertake any / all tasks as assigned by the supervisor.

  • ICLA East Jerusalem Program Coordinator (Direct Line-manager); and
  • ICLA Program Development Manager

  • University degree in: Law, Sociology, Political Science, International Relations or Journalism.
  • Previous experience working within the humanitarian sector.
  • Language Proficiencies in Reading, Writing, Speaking and Listening: Arabic (Native), English (Intermediate) and Hebrew (Intermediate).
  • Strong interpersonal communications and network-building skills.

Context/specific skills, knowledge and experience:

  • Intimate understanding of the legal, political and socio-economic context in East Jerusalem.
  • 3-years of relevant legal work experience.
  • Experience in delivering community outreach services.
