  1. Role and responsibilities

The purpose of the ICLA Technical Assistant position is to provide technical and administrative support in the daily implementation of ICLA projects.

Generic responsibilities

  1. Adhere to NRC policies, tools, handbooks and guidelines
  2. Assist with the implementation of the ICLA Programme according to plan of action
  3. Promote and share ideas for improvement of activities
  4. Prepare and develop status reports as required by management
  5. Contribute to identification of protection risks and needs in the context of the program implementation
  6. Assist with receive incoming calls from beneficiaries/hotline and make outgoing calls to the latter according to needs
  7. Receive, distribute and keep records of brochures distributed, mails, documents and reports and perform other duties in the Odessa Legal Aid Center when necessary
  8. Provide secretarial support such as data entry of intake forms, translation, taking minutes, drafting letters, etc.

Specific responsibilities

  • Monitor and analyse the political, legal, social and economic environment and identify key trends and other protection issues concerning the conflict-affected population, including IDPs
  • Conduct research on various issues relevant to the work of ICLA, in particular related to HLP, legal civil documentation, employment, pension and social benefits, freedom of movement, IDP registration and benefits, access to services, refugee and temporary protection status
  • Contribute to formulating legal analysis and positions as requested
  • Organize and carry out information sessions and counselling (group or individual) on Legal Identity, HLP, IDP Registration, Access to Essential Services to the IDPs, conflict-affected communities, and other persons of concern to the NRC ICLA
  • Attend meetings, keep records thereof and report on the discussions and processes (if relevant)
  • Provide support to the ICLA Technical Officers and Project Coordinator in the preparation of meeting minutes, reports, background materials and other relevant documents, Power Point presentations, etc.
  • Provide support with translation of documents, inputs, articles from English to Ukrainian/Russian and vice versa
  • Support with forms registering, KoBo data transferring, documents scanning duties when requested,

  • Ensure proper filing of documents

  • Perform any other relevant duties as requested by the supervisor.

1. Professional competencies

Generic professional competencies:

  • Experience from working with the legal aid programs in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Some knowledge of English
  • Proven competence in research and analytical writing
  • Ability to write clearly and concisely
  • Ability to collect, process and analyze qualitative and quantitative data to inform legal research

Context/ Specific skills, knowledge and experience:

• Bachelor’s degree in law

• Proven ability to understand the legal, political and socio-economic context in Ukraine

• Experience from working in the field with the displaced populations

• Fluency in the Ukrainian and Russian languages

• Knowledge of the software programs (MS Word, Excel, PowerPoint)
