Overview

Provide technical and administrative support in ICLA projects implementation.

You have:

  • Bachelor's degree in Law.
  • Experience of assisting in the implementation of humanitarian/recovery/volunteering projects or working in legal firms.
  • Proven competence in business writing, research and analytical writing.
  • Fluency in Ukrainian and Russian (both written and spoken) is required.
  • Proficiency in English is considered an asset.
  • Good knowledge of the context in Ukraine.
  • Experience of working in the field with displaced and/or vulnerable groups and communities.
  • Proven ability to analyze the legal, political and socio-economic context in Ukraine.
  • Experience in using Power BI, Kobo, MS Access, DIIA software programs and apps would be considered an advantage.
  • Experience of delivering group information sessions and other events would be considered as an asset.

The purpose of the ICLA Technical Assistant position is to provide technical and administrative support in the daily implementation of ICLA projects within the NRC area of operation.

Planned start date is February 2026.

This position is open to candidates who have the legal right to work in Ukraine. Please note that we are unable to provide work permits or visa sponsorships for this position.

  • Previous experience working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Proven competence in business writing, research and analytical writing.
  • Fluency in Ukrainian and Russian (both written and spoken) is required. Proficiency in English is considered an asset.

  • Good knowledge of the context in Ukraine. Knowledge of the context in North-East Ukraine would be considered an asset.
  • Experience of working in the field with displaced and/or vulnerable groups and communities.
  • Experience of delivering group information sessions, training sessions and other events would be considered as an asset.
  • Experience of community sensitisation and handling complicated personalities would be considered as an asset.
  • Ability to write clearly and concisely;
  • Proven ability to analyse the legal, political and socio-economic context in Ukraine and collect, process and analyse qualitative and quantitative data to inform context analysis and legal research;
  • Experience in using Power BI, Kobo, MS Access, DIIA software programs and apps would be considered an advantage.

Responsibilities

Generic responsibilities

  1. Adhere to NRC policies, tools, handbooks and guidelines;
  2. Assist a range of support with the implementation of the ICLA Programme portfolio according to the plan of action;
  3. Implements independently procedures and activities within own function or core competency as delegated;
  4. Responsible for organising and delivering tasks in line with priorities and standards;
  5. Develop and maintain knowledge of the specialist area of work in which technical assistance and support is being provided, in order to be most effective in supporting the team;
  6. Use initiative in day-to-day problem solving in line with agreed procedures, priorities and standards for the area of work;
  7. Prepare and develop status reports as required by management;
  8. Ensure proper filing of documents;
  9. Promote and share ideas for improvement in your area of expertise.

Specific responsibilities

  • Provide Information, Counselling and Legal Assistance on House, Land, Property (HLP), Legal Identity Documentation (LID), Essential and Employment Law Procedure (ELP) rights, based on the ICLA Core Competency Target Setting Guideline for the Target group.

    • Contribute to support the ICLA Team to conduct Capacity Building Trainings for Duty Bearers and Governmental Officials, and provide Legal Assistance on HLP assessments and due diligence to Returnees, IDPs and Extremely Vulnerable (EVI) Host Community, consistent with the applicable laws, procedures and current referral system.

    • Manage dissemination of information, communication and education materials in the targeted area by keeping records of brochures distributed and reporting on the progress of the dissemination campaign.

    • Maintain updated information on current legislation and legal developments in Ukraine, international protection frameworks and human rights laws.
    • Provide secretarial support such as data entry of intake forms, taking minutes, drafting letters and memoranda of understanding, recording of the incoming e-/mails and other relevant actions.
    • Attend meetings, keep records thereof and report on the discussions and processes (if relevant).
    • Assist with receiving incoming calls from project participants/hotline and make outgoing calls to the latter according to needs and perform other duties in the Legal Aid Center (if applicable and when necessary).
    • Assistance to the project participants in filling standard forms such as applications for death registration or submitting applications to the DIA app or other digital platforms.
    • Provision of the referral services and counselling to typical requests for assistance that do not require advanced legal expertise (if applicable and when necessary).
    • Support with Kobo data transferring when requested.
    • Ensure proper filing and storage of documents in accordance with internal standards and requirements for case management and record keeping.
