Background

The ICLA Team leader will lead ICLA implementation across the field office in NBEG State through planning, execution, monitoring, evaluation, learning, team management, documentation, and reporting, among others. The ICLA Team leader will further work closely with the project teams, government institutions and officials, UN Agencies, technical experts, implementing partners, beneficiaries, and civil society to support the successful implementation of ICLA projects.

Roles and responsibilities

The ICLA Team Leader will oversee the implementation and coordination of ICLA interventions in relevant projects, including advocacy and representation of NRC in ICLA-related forums in the Aweil Area Office. This will involve the planning and execution of plans, technical support to implementing teams, CSOs, and National implementing partners.

Generic Responsibilities

The responsibilities depend to some degree on the existing organizational chart of the Country Office (CO) and the size and complexity of the operations.

  1. Ensure adherence to NRC policies, tool, handbooks, guidelines and donor requirements;
  2. Implement the ICLA activities according to strategy, proposals, budgets and plans;
  3. Prepare periodic status reports and other documents as required by management;
  4. Ensure proper filing of documents;
  5. Break down the annual operational plans into weekly, monthly and quarterly implementation plans;
  6. Coordinate with relevant partners;
  7. Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures;
  8. Train and develop team;
  9. Promote and share ideas for technical improvement in order to improve the quality of the activities.
  10. Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist;

Specific responsibilities:

  • In consultation with the ICLA Coordinator, with guidance from the ICLA programme team, develop a work plan;
  • Supervise and manage the work of the ICLA team members in NBEG and report on their progress;
  • Manage and/ or assist with human resources processes for project staff, including but not limited to recruitment, induction, performance appraisal and leave planning and tracking;
  • Prepare PRs and oversee the preparation of advances etc. in respect of procurement needed for trainings in a timely manner before trainings;
  • Be responsible for identifying improvements in the planning and implementation of information, counselling, training and land and property activities for ICLA South Sudan and assist the PM in improving the effectiveness and technical quality of ICLA’s project activities;
  • Remain updated on legislation and legal developments in South Sudan and ensure that staff maintain and update their knowledge;
  • Manage the provision of information regarding NRC and information regarding the land and property and civil documentation in South Sudan, as well as advice or referral services provided to IDPs regarding agencies that can assist them with their needs.
  • Schedule and participate in regular field missions in order to assess the situation for IDPs and returnees in areas of high concentration;
  • Respect and ensure protection for the anonymity of clients approaching NRC and the confidentiality of information received from all clients;
  • Conduct secondary research and incident verification;
  • Consolidate weekly data reports and conduct qualitative and quantitative analysis of data provided by ICLA officers and paralegals;
  • Assist the ICLA-PC And AMP in the preparation of monthly reports, donor reports, thematic reports, and correspondence with government officials and INGOs and CBOs;
  • Participate in NRC staff seminars and training, when scheduled;
  • Represent NRC, and present ICLA advocacy issues, in a professional manner in meetings with humanitarian partners, authorities and beneficiary communities;
  • Monitor, evaluate and suggest improvements to the ICLA project based on observations, assessments and discussions with the ICLA staff;

Perform other relevant tasks as assigned by the PM and Area management on project deliverables

Scale and scope of the position

Financial responsibility:

Monitors expenditure against budgets and ensures an accurate spending plan
