  1. Role and responsibilities

The purpose of the CC Coordinator position is to implement delegated CC project portfolio

The following is a brief description of the role.

Generic responsibilities

  1. Line management of CC project field staff
  2. Adherence to NRC policies, guidelines, and procedures
  3. Contribute to CC strategy development, project proposals and provide input on needs and gaps
  4. Manage and implement delegated portfolio of CC projects (activities, budget and project documentation) as delegated from APM in line with proposals, strategies and donor requirements, and ensure high technical quality
  5. Provide regular progress reports to APM
  6. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
  7. Promote and share ideas for improvement and necessary changes in the activities
  8. Ensure capacity building of project staff and transfer key skills
  9. Liaise and collaborate with relevant local authorities and other key stakeholders
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

  • Undertake regular visits to project sites, local authorities, and partners (as and when security allows) and government officials to identify needs and provide support through legal assistance, capacity building and advocacy.
  • Identify knowledge gaps and needs of target beneficiaries, partners and other key stakeholders relevant to ICLA thematic areas.
  • Identify external resources as required in consultation with the Area Manager and the ICLA Specialist.
  • In consultation with the ICLA Protection Project, develop and implement a training Schedule and organize all logistical needs and support.
  • Conduct training and induction to new staff joining NRC and local partners on ICLA and Protection.
  • Compile ICLA Protection activity reports
  • Develop best practice documentation on methodologies and techniques
  • Facilitate training and awareness sessions on ICLA thematic areas
  • Implementation of the ICLA project in accordance with agreement applicable to the grant from the donor(s) and NRC principles and ways of work.
  • Participate in Identifying national staff to implement the projects objectives.
  • Ensure that activities are in line with budget lines and limitations.
  • Monitor, evaluate and suggest changes and improvements in the project and materials based on observations and discussions with the ICLA Protection Manager, APM, and the ICLA staff.
  • Prepare monthly summary reports for Programme reports.
  • Document technical issues and questions, and report to both the Area Program Manager and the ICLA Manager.
  • Communicate with and obtain necessary agreements and understanding from local authorities and partners in the areas of responsibility in line with the NRC protocol for communication.
  • Communicate, exchange information and co-operate with relevant external actors in the areas of responsibility.
  • Communicate and coordinate work and tasks with the donor, the UN system in general, UNHCR in particular in the areas of responsibility determined by the line manager.
  • Contribute to the development of NRC’s Country strategy, action plan and activities plan and priorities in the ICLA sector as directed by the line manager.
  • Guide and delegate tasks to NRC personnel associated with the organization’s ICLA activities.
  • Assess needs for capacity building among staff.

  • Project planning: CC Specialists

Scale and scope of position

Staff:

2 ICLA project officers and 4 ICLA assistants, 6 staff in total)

Stakeholders:

UN agencies, INGOs, local NGOs, civil society, governmental bodies

Budgets:

This position does not have any budgetary responsibilities unless assigned by the direct supervisor.

Generic professional competencies for this position:

  • University degree in law, social studies, development studies /other relevant field/ the equivalent.
  • Minimum of 4 years work experience with NGO, legal or international organization in the area of protection or human rights.
  • Experience from working as a project coordinator in a humanitarian/recovery context.
  • Experience working with and implementing projects through local partners.
  • Reporting and analytical skills.
  • Experience in conducting assessments.
  • Community mobilization skills.
  • Previous experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own skills/profile.

Context related skills, knowledge and experience (shall be adapted to the specific position):

  • Knowledge of the context in Yemen
  • Knowledge of the English and local language
  • Experience working with government, local authorities, humanitarian actors, migrants, host community and displaced populations (IDPs and Refugees)
