Overview

Implement day-to-day ICLA activities and ensure effective support for ICLA program in Sudan.

You have:

  • Minimum 2 years humanitarian experience with refugees/internally displaced persons (IDPs) at field level with an NGO or other international organization.
  • University degree in law.
  • Knowledge of international refugee law and national law applicable to refugees.
  • Knowledge of SPHERE standards and durable solutions.
  • More than a year working at ICLA capacity in the White Nile is an advantage.
  • Knowledge of English. Knowledge of Arabic an asset.
  • Experience from working as a Project Officer in a humanitarian/recovery context.
  • Previous experience from working in complex and volatile contexts.

The ICLA Officer position will be responsible for the implementation of ICLA programme in Sudan and will be responsible for day-to-day ICLA activities.

Responsibilities

Generic responsibilities

  1. Ensure compliance with ICLA strategy, tools, handbooks, guidelines and standards
  2. Technical responsibility for implementation of ICLA activities
  3. Technical responsibility for tracking of financial expenditures for ICLA project(s)
  4. Responsible for project documentation of technical activities of ICLA project(s)
  5. Provide specific technical support and capacity building towards project participants
  6. Ensure relevant data collection and produce reports and analysis as required
  7. Assess, promote and document ideas for technical improvement and further program development options
  8. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  9. Promote the rights of IDPs/Refugees/returnees in line with the advocacy strategy

Specific responsibilities

  1. Undertake and support ICLA needs assessments and scoping studies to be conducted in different States to develop the ICLA programme in Sudan when required.
  2. Management and oversight of ICLA counselling and legal assistance services for beneficiaries.
  3. Ensure proper budget monitoring and efficient utilization of funds.
  4. Implement M&E standards during ICLA activities implementation and ensure data captured are properly reported in the M&E reporting matrix and ensure timely reporting of relevant activities in line with NRC guidelines.
  5. Assist ICLA Program coordinator and program manager in monitoring the legal partners/legal aid providers supporting ICLA in the provision of assistance. Ensure that partner services are provided in line with NRC standards and procedures.
  6. Support ICLA staff to carry out regular outreach including, where appropriate, home visits to particularly vulnerable clients that would be otherwise unable to access the office or legal centers.
  7. Ensure that appropriate internal and external referral pathways are utilized.
  8. Represent NRC at relevant working group and other coordination forums when required.
  9. Conduct awareness raising, capacity building and training activities for communities, government officials and NGOs on ICLA thematic areas.
  10. Supervise, evaluate and appraise the Project Technical Assistant(s), providing technical guidance when needed.
  11. Assist in conducting regular analysis of the displacement situation and support relevant research to develop ICLA’s programme in Sudan. Assist in strategic review and identification of other relevant ICLA activities.
  12. Contribute to the development of NRC’s Country strategy, action plan and activities plan and priorities in the ICLA sector.
  13. Perform any other relevant tasks as assigned by the supervisor.
