The purpose of the ICLA Project Officer position is the day-to-day implementation of the ICLA Programme activities in the Gaza Strip\ Area office.

Qualifications

  • A University degree in the field of law.
  • Palestinian Bar Association.
  • Minimum of 2 years experience in civil law matters including in housing, land and property and civil documentation issues, and employment laws, procedures and practices operative in Palestinian Law AND significant protection experience, preferably in a humanitarian/ recovery context.
  • Advanced computer skills, especially in Word, Excel, PowerPoint and Outlook.
  • Proven skills and experience in report writing, and representing an organization in public forums preferred

Responsibilities

  • Facilitating the provision of basic information, individual and group counselling about the rights and entitlements of beneficiaries through mobile visits; supporting and mobilising beneficiaries to enable them to address their legal issues independently; introducing the ICLA programme through outreach activities; providing supported referral on the issues which cannot be addressed by beneficiaries independently as delegated by ICLA Coordinator.
  • Supporting workshops or other ICLA training or sensitization forums, and facilitating the provision of capacity building and technical advice to external stakeholders under the guidance of the ICLA Technical Officer and ICLA management.
  • Contributing to ICLA programme development by identifying, analysing and documenting violations of the rights, proposing and advocating remedies; contributing to the development of tools so as to optimize the effectiveness; contributing to the monitoring and profiling exercises organized and/or participated by NRC and cooperating, as relevant with other NRC CCs and units to develop integrated response to the beneficiaries needs.
  • Undertaking regular monitoring and evaluation of ICLA activities, including those conducted by ICLA contingent workers, reviewing their monthly progress reports on activities, and highlighting any technical or operational successes and challenges.
  • Compiling narrative and statistical reports in the respective formats including collection and processing of ICLA data and ensuring regular monitoring and check-up of the entered data with actual reports.
  • Ensuring proper documentation and filing of documents (preparation of PRs, movements, payments, invoices, monthly reports).
  • Any other task relevant to the position as requested by the line manager.
