Our Ideal Candidate

The role of the ICLA officer is to deliver high-quality information, counselling, and legal assistance services within the delegated thematic and geographical portfolio.

Key Task and Responsibilities

  • Facilitate the provision of information about the Legal Identity and Housing land and property (HLP) rights and entitlements of beneficiaries.
  • Facilitate individual and group legal counselling from the help desk, ICLA-Hub and during mobiles visits.
  • Support and mobilize beneficiaries for enabling them to address their legal issues relating to their Legal identity and HLP rights independently.
  • Provide follow-up and direct legal assistance on issues which cannot be addressed by beneficiaries independently.
  • Liaison and collaborate with relevant local authorities and stakeholders.
  • Conduct or assist training on Legal Identity, Housing land and property (HLP) rights and Collaborative Dispute Resolution (CDR) to NRC staff, stakeholders, and beneficiaries.
  • Contribute to the monitoring and mapping exercises organized and/or participated in by NRC.
  • Cooperate with relevant NRC core competencies and support units to develop integrated responses to the beneficiaries’ needs.
  • Perform any other tasks as requested by ICLA Coordinator / PM.

Key Education and Skills Requirements

  • University degree in law (LL. B) from a recognized institution, enrolled as an Advocate with a Strong knowledge of housing and land laws, and procedures.
  • Demonstrated track record in conducting training sessions.
  • Dispute resolution skills to effectively manage and mediate conflicts in challenging situations.
  • Two years of experience working with ICLA or similar project implementation positions in an NGO/development context.
  • Extensive experience working in the field with displaced and/or vulnerable groups and communities and government authorities.
  • Previous experience from working in complex and volatile contexts, Previous experience in the Rohingya response.
  • Fluency in English, both written and verbal, oral proficiency in the Chittagonian dialect.
  • Excellent computer proficiency
