Background

NRC is present in Venezuela since 2005, and in the last few years substantially increased its operations and program. With one main office in Caracas, four field offices and about 90 staff, NRC is one of the biggest INGO operating in the country.

Despite Venezuela is rated high risk according to NRC security standards, mostly due to the infrastructure and public services failures and the political instability, in Caracas the situation differs from the rest of the country and both security and living conditions are good and easily manageable. Particularly in the area where office and guesthouses are located it is possible to access all type of services, such as commercial malls, restaurants, gymnasiums, sport centres and several parks and green areas. Mountain excursions and visits to the coast which is less than on hour far from the city can be organized and places are easily accessible.

Duties and responsibilities

The purpose of the Information Counselling and Legal Assistance (ICLA) Programme Development Manager (PDM) is to be responsible for designing, developing, and implementing projects within the ICLA programme in Venezuela, and to contribute to the evolution of the country strategy related to ICLA in the country. The ICLA PDM will be travelling to other areas to ensure quality of the ICLA programming in all NRC’s areas of operation in Venezuela. The ICLA PDM manages directly the ICLA teams in the Area Frontera and ensures capacity building and transferring knowledge to the ICLA technical team in Venezuela.

The ICLA PDM reports to the Area Manager Frontera, with technical reporting line to the Head of Programme. The following is a brief description of the role.

  1. Development of ICLA strategy, technical SOPs / guidelines and Macro LFAs.
  2. Compliance with and adherence to NRC policies, tools, handbooks and guidelines.
  3. Responsible for the development of ICLA funding proposals, project budgets and donor reports.
  4. Overall management of ICLA staff for the Area Frontera.
  5. Coordination and management of ICLA project implementation (activities, budget follow-up and project documentation) in line with proposals, strategies and donor requirements.
  6. Ensure capacity building of ICLA staff and transfer key skills in both Area Offices.
  7. Liaison and collaboration with relevant local authorities and stakeholders and representation of NRC in relevant fora/cluster/working groups.
  8. Promotion of the rights of IDPs/returnees in line with the country and advocacy strategy.

Specific responsibilities

  • Collaborate closely with the Head of Programme on the strategic direction, and implementation of ICLA programming and relevant projects.
  • Support on identifying new funding and partnership opportunities for the ICLA programming.
  • Contribute to the development of the country strategy for Venezuela.
  • Identify trends and donor priorities relevant to the ICLA programming,
  • Develop standard ICLA tools and guidance or adapt regional or global tools and guidance for ICLA programming in Venezuela.
  • Develop and follow up on detailed project work plans, procurement plans, spending plan, M&E plans and recruitment plan for the ICLA core competency in the Area Frontera.
  • Responsible for the timely implementation of ICLA activities in Area Frontera.
  • Follow up on compliance with contractual commitments within ICLA, ensure high technical quality and synergies in project implementation.
  • In coordination with the Area Manager Frontera and the Head of Programme, represent the ICLA core competency in internal and external fora, develop partnerships and liaise with local and national authorities, humanitarian/development actors, and civil society.
  • Lead the development of alliances with key actors in the Protection sector as well as across sectors.
  • Conduct needs assessments within the context of Venezuela.
  • Lead on the development of research studies and/or assessments to explore new thematic areas for ICLA programming in Venezuela.
  • In collaboration with the ICLA team at the regional level, identify and initiate relevant regional and cross-border activities and common messaging.
  • Lead the legal analysis of the relevant legal frameworks related to ICLA thematic areas within the context of Venezuela and its impact on bordering states of the country.
  • Work closely with the M&E team to strengthen existing M&E systems based on NRC tools, train ICLA staff in their use, and how to use evidence to inform programme design and management; and adapt these M&E tools to the ICLA core competency.

Skills, Knowledge and Experience

*Any profile with protection background would be starting point - DRC, UNHCR, OHCR, or basically any organisation that has implemented protection activities for UNHCR. Then there are those with legal backgrounds, basically experience in litigation - but not criminal law. Human rights/ women's rights background with social science degree would also be good.

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/ recovery context. A profile with protection background would be starting point - DRC, UNHCR, OHCR, or any organisation that has implemented protection activities for UNHCR. Likewise, legal backgrounds, basically experience in litigation - but not criminal law. Human rights/ women's rights background with social science degree will also be relevant.
  • Experience from working in complex and volatile contexts.
  • Technical ICLA expertise.
  • Documented results related to the position’s responsibilities.
  • Knowledge and skills in market analysis, cash-based interventions and market based programmes.
  • Knowledge about own leadership skills/profile
  • Fluency in English and Spanish, both written and verbal
  • Valid driver’s license.
  • Experience and knowledge of the Latin American context, preferably the Venezuelan context.
  • Advanced academic qualification in a relevant field (law, or related disciplines).
  • A clear understanding of protection issues, legal frameworks and professional standards in humanitarian and displacement contexts.
  • Knowledge of relevant legal and policy frameworks (domestic, regional and international), including International Humanitarian Law.
  • Experience with start-up programmes, including assessment, developing programme strategies and project proposals.
  • Ability to use ICT software to develop proposals, budgets, work plans, and monitoring and evaluation tools, including data collection (i.e. Kobo).
  • Experience in training and capacity building of staff.
