Role and responsibilities

Specific responsibilities

- Coordinate the implementation of ICLA field actives, in cooperation with the ICLA Project Manager - Engage CBOs, NGOs, legal aid partners and any other relevant stakeholders to build and maintain partnerships aimed at the provision of information and counselling - Ensure a high level of programmatic synergy of ICLA activities with other NRC core competencies in urban and rural settings - Maintain a regular field activity monitoring system to ensure relevance and technical quality of information and counselling services - Ensure that the day to day implementation is in line with the overall ICLA strategy communicated by the PM and in adherence to the ICLA guidelines and standard operating procedures (SOPs) -Lead and maintain NRC’s reporting systems at the assigned field level, in line with instructions and deadlines provided by the PM - Provide any other tasks as requested by the line manager

Generic responsibilities: These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan. - Line management of CC project field staff - Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies - Contribute to CC strategy development, project proposals and provide input on needs and gaps - Manage and implement delegated portfolio of CC projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality - Provide regular progress reports to PM (AM and CCS if no PM) - Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist - Promote and share ideas for improvement and necessary changes in the activities

- Ensure capacity building of project staff and transfer key skills - Liaise and collaborate with relevant local authorities and other key stakeholders - Promote the rights of IDPs/refugees/returnees in line with the advocacy strategy

Critical interfaces By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are: - Project planning: CC Specialists - Area operations: Support Coordinators (field office coordinators) - Staff capacity building: CC Specialists, HR Development Officer - Implementation: CC Specialists and support team

Scale and scope of position

Staff: 4 team leaders and 4 Technical officers

Stakeholders: UN agencies, INGOs, local NGOs, civil society, governmental bodies)

Budgets: ICLA projects in the relevant field area

Information: GORS, Agresso, NRC People system, Intranet and ICLA Database.

Legal or compliance: term of employment, donors

Context related skills, knowledge and experience (shall be adapted to the specific position): Qualification requirement: Bachelor degree or higher Years of Experience: 3 - Documented results related to the position’s responsibilities -Knowledge about own leadership skills/profile - Fluent English and Arabic, both written and verbal, Internal reports and correspondence - Excellent communication and interpersonal skills - Knowledge of the NGO operations and the dynamics of the humanitarian sector preferable - Strong computer skills - Good training skills - Good writing skills (both English and Arabic)
