Background & Rationale

A specialized consultancy to support the national coordination of the UNICEF Seal is necessary because this edition (2021-2024) is being organized to respond to the national context of the COVID-19 pandemic. With the objective of joining efforts, within each municipality, so that childhood and adolescence are a priority in public policies, areas of action were identified that will combine national actions with specific actions in each territory, given that the context of the pandemic it has different repercussions and impacts in the 18 participating States (9 in Amazon Region and 9 in the Semiarid Region).

To promote the intersectionality of public policies, planning for results; the mobilization of society and especially of adolescents; the engagement of public managers and public policy professionals; and to guarantee concrete results in the lives of children and adolescents, it will be necessary to establish a set of actions at the national level that were not necessary in previous editions. For example, to generate national advocacy for education, health and social assistance policies and obtain support from municipal institutions nationwide, we are organizing a UNICEF Seal Institutional Partners Network. Furthermore, as already mentioned, the articulation of an online capacity building strategies and online technical assistance will require additional work for this new context in which we will implement the UNICEF Seal.

Purpose

Specialized consultancy to support the national coordination of the UNICEF Seal, developing activities such as planning meetings, recording them, monitoring the implementation of established decisions, drafting technical documents, requesting and organizing inputs from the technical areas, drafting terms of reference for contracting ad hoc and product-specific services; convening, organizing, articulating and holding meetings of the UNICEF Seal Institutional Partners Network, collaborating in the review of program documents related to the implementing partners of the Seal and monitoring the national actions of the UNICEF Seal. All these activities will be overseen by the UNICEF National Seal Coordinator.

Expected results:

Result 1 – Deliberations, decisions, guidelines and agendas defined at the UNICEF Seal National Coordination meetings, systematized, organized and available for consultation to all areas and territories.

Result 2 Technical content organized by technical areas of the seven systemic outputs compiled and available for all planned activities.

Result 3 – UNICEF Seal Institutional Partners Network acting in jointly defined mobilization and advocacy action plan.

Result 4 Action plan 2021-2022 and monitoring of national UNICEF Seal activities finalized and shared with all teams in technical areas and territories.

Result 5 Strategies to support the most vulnerable municipalities implemented and evaluated.

Evaluation of the results obtained with the UNICEF Seal in 2021 and proposals for necessary adjustments for 2022, including specific strategies for the most vulnerable municipalities.

PRODUCTS & DEADLINES

1 Organization and systematization of reports from all meetings for the production of the proposal for the UNICEF Seal Edition 2021-2024, identifying consensuses and other proposals, especially recording the main arguments for the decisions taken.

2 Compilation of contents organized by the technical areas of the seven systemic results for the organization of distance learning activities by the contracted company.

PERFORMANCE INDICATORS

  • Punctuality in the delivery products.
  • Achievement of planned results.
  • Presentation of information facilitating reading and understanding.
  • 11 products delivered on time and with the quality of information attested by the supervisor.

Key competences, technical background, and experience required Deadline

  • Training in project management, planning and implementation of social initiatives and projects.
  • Proven experience of 4 years as manager of social projects and planning activities.
  • Graduated with a college degree: ​​international relations, administration, sociology, pedagogy, communication or related graduation.
  • Specialization in project management is valued.
  • Knowledge about the rights of children and adolescents is essential.

General Conditions: Procedures and Logistics

  • The Individual Contractor will work from home using their own equipment during the teleworking period. When UNICEF office will open in-person activities, the consultancy will be held at the UNICEF office in Brasília.
  • Travel-related expenses, if any, will be covered by UNICEF and paid to the Individual Contractor in accordance with UNICEF travel rules and regulations.
  • No contract can be initiated unless signed by UNICEF and Individual Contractor.
  • Individual contractors will have no oversight responsibilities or authority over UNICEF's budget.

PAYMENT OF FEE

  • Payment will be based on submission of agreed results. Payment will be made upon delivery of each monthly product within 5 working days after acceptance of the respective product by the supervisor.
  • UNICEF reserves the right to withhold payment in the event that the results presented do not meet the required standard or in the event of delays in the presentation of results by the consultant.
  • The maximum total amount that can be paid each month, per product, is BRL 14,810.00, totaling a maximum of BRL 162,910.00 for 11 months of consultancy.

INSURANCE AND HEALTH COVERAGE

  • Individual contractors are fully responsible for providing, at their own expense, life, health and other forms of insurance that cover the term of the contract they deem appropriate.
  • The Individual contractor is not eligible to participate in the life or health insurance plans available to UNICEF and United Nations employees.

RESTRICTIONS

  • Individual contractors cannot receive training at UNICEF's expense. Notwithstanding, individual contractors must complete the applicable mandatory training.
  • In the case of government employees, the contract cannot be issued without prior written government authorization, or other than on unpaid leave.
