Background

The United Nations Development Programme (UNDP) in Indonesia is initiating a new programme with the Korean International Cooperation Agency (KOICA) to support the Government of Indonesia in strengthening the capacity of government to handle civil petitions that can improve public service provision over time. In doing so, UNDP and KOICA established a tripartite collaboration with KemenPAN-RB to develop a comprehensive and integrated national strategy on the public service complaint management system. This joint collaboration is also intended to capacitate respective agencies responsible for the management and operation of LAPOR!.

The program aims to enhance the e-governance system in the government of Indonesia by strengthening of the national complaint handling system (SP4N-LAPOR!). In achieving the objective, there are three main outputs that expected to be achieved: 1) developed masterplan and roadmap for a comprehensive national complaint handling system (SP4N-LAPOR!); 2) Enhanced institutional capacity on complaint handling of national and subnational governments through invitational and local trainings; and 3) Increased government and public awareness on SP4N-LAPOR!, and citizen participation to improve the system, with particular attention to women, youth, Persons with Disabilities (PwDs) and other marginalized groups of the population through Workshops and Promotions. This project will conduct benchmarking with other e-governance success story to accommodate public complaint and aspiration to improve the quality of public service, such as E-People in the Republic of Korea.

This year, the newly developed roadmap for SP4N-LAPOR! has been published successfully. The roadmap includes five core components. It focuses on developing management and business process for the platform, integrating multiple complaints handling information systems into SP4N-LAPOR!, developing training programmes to strengthen institutional and individual capacity to manage the system, marketing and communication strategies and performance monitoring strategy. The roadmap will serve a critical role as guidelines for national and sub-national governments to manage and implement SP4N LAPOR! in their respective agencies from 2020 to 2024.

In line with SP4N LAPOR roadmap, the development of SP4N LAPOR action plan is necessary to support achievement of target implementation. The development of action plan is meant to serve as a foundation document that identifies practices and process to advance implementation of SP4N LAPOR and support the establishment of synergy between institution in national, provincial and local level

Therefore, UNDP will extend its support on the preparation of SP4N LAPOR action plan to serve as a reference guide for all stakeholders involved in the development of action plan process. The intended guidelines set standards and guidance towards a concreted action plan of SP4N LAPOR implementation. It also provides knowledge and information on procedures, indicators and strategy that shall be attained to formulate strategic approach of action plan

UNDP will assign stakeholder engagement expert to prepare the guidance of SP4N LAPOR action plan to accelerate progress that align with SP4N LAPOR roadmap to promise high impact. Substantially, the assignment will focus on ensuring a continuous, coordinated, cohesive strategic action plan to implementing SP4N LAPOR inter-ministries and regional level

Scope of Work

Under supervision from National Project Manager of SP4N-LAPOR!, the Individual Consultant will undertake the following tasks:

  1. Desk review relevant documents with a view to prepare the development of LAPOR action plan including project document, reports and evaluations; relevant policies developed in the areas of public transparency and open government
  2. Lead the continuous preparation of SP4N LAPOR action plan, ensuring that it is aligned with the scope and implementation of the project; pro-actively advise implementing partners on advocacy issue
  3. Provide technical input to develop guidance of LAPOR action plan
  4. Engage with relevant stakeholders to hold consultation on consistency, relevancy and feasibility of the preparation of SP4N LAPOR action plan through (virtual meetings, interview, FGD etc)
  5. Incorporate the feedbacks and recommendation received from related stakeholders to develop guidance of SP4N LAPOR action plan
  6. Draft the guideline for SP4N LAPOR action plan including the details strategy, procedures and provide general activities for 2020-2024

Competencies and special skills requirement:

  • Sound familiarity with government administrative procedure and mechanism;
  • Effective communication and maintaining partnership with various stakeholders including government sector and non-government organization
  • Ability to work in a multicultural environment and limited supervision;
  • Fluency in English with excellent written communication skills.

Required Skills and Experience

Academic Qualifications:

Master’s degree in law, public policy, public administration/management or development studies

Experience:

  • At least 10 years of relevant experience working in public management sector with a hand-on experience in stakeholder’s engagement for the purpose of creating strategic documents at national/regional level;
  • Experience with participation in high-level dialogues, consultation, including members of parliament and government;
  • Experience in lobbying and advocacy with strong conceptual knowledge in administrative reform
  • Experience working in formulation of policy development at the national level
