The large number of Covid-19 cases seems to move in tune with the increase in cases of violence against women and children, although there has been no further study on this matter, but P2TP2A DKI Jakarta data shows that cases of violence against women had increased by 22% in March 2020 compared to the previous month.[1] In following months the trend of decreasing GB/VAW reporting cases in reporting channels may indicate the silent of the survivors/victims to report their cases to the protection services and access the justice services.

In the Phase 1 intervention of Strengthening GBV Referral Pathway In the Context of COVID 19 Pandemic, UNDP was success in assisting local government, especially the local hospitals, P2TP2A and Police to strengthen the resilient of services to protect both the survivor of violence against women/GBV and the service officers in handling the cases of GBV/VAW during pandemic. SOPs on GBV case handling has been adjusted with health protocols and other COVID19 measures. The Operating procedure of case handling in some area have been drafted and waiting for legalisation.

The SOPs in selected location and institutions, such as in Jakarta and Papua were legalised and it has helped to maintain protection services for the survivors GBV during pandemic. Awareness raising has been given to more than 2.500 direct beneficiaries at 9 target cities, including youth, cadre, teachers at universities, and few pilots to religious leaders. Capacity building were given to service providers officials to handle the cases in complex situation of crisis. Communication tools were developed to maximise the socialisation the reporting channels during pandemic.

In the framework of COVID19 response program, under the Democratic , Governance and Poverty Reduction Unit (DGPRU) in collaboration with Rehabilitation and Reconstruction Unit (RRU), UNDP will continue support the strengthening public services to protect vulnerable and marginalised group from adverse impacts of Pandemic, in particular to protect survivors of violence against women and girl. UNDP will work with health service provider in Jakarta City, to develop monitoring and evaluation framework for the implementation standard procedure GBV case handling at selected local hospital, extend the capacity or services by building a prototype a movable integrated hospital-based GBV reporting services , and support the socialisation of the services to selected target groups , as part of overall GBV referral system in Indonesia.

Duties and Responsibilities

Scope of Work:

The Consultant will be tasked to start the assignment soon, starts in 4th week of May and ended by 15th December 2021, to support UNDP in strengthening the capacity of relevant service providers in responding to the GBV prevalence. The Consultant will work closely with relevant local government, national government and hospital to strengthen the services of survivors GBV. She/he will support the service providers or local government to conduct immediate supports for GBV survivors and support UNDP in piloting the innovative services to protect survivors, especially during COVID19 pandemic. Furthermore, following are details of assignment of the consultant:

  1. Situational mapping and recommendation solution to overcome the challenge in strengthening the GBV referral mechanism, especially for the Hospitals and systemic socialization of services at community level. It includes risk identification and mitigation for sustainability of the intervention.
  2. Based on the lessons learned and best practices from previous UNDP’s interventions, the Consultant will develop the Monitoring and Evaluation Framework of the Hospital-based Integrated Service Center for GBV Victims. The Monev Framework will be developed through a bottom-up approach in consultation with all relevant stakeholders in order to ensure the buy-in and suitability with the local context.
  3. With relevant institution and local government in Jakarta province, the consultant will help to build one pilot prototype of GBV integrated movable hospital-based services, to support the availability access for protection to survivors, especially during the condition of COVID19. The pilot should be built in coordination with relevant local government and reporting institutions and connect with GBV referral mechanism in Indonesia. With UNDP, She/he will be part of member of evaluation committee for the facilities construction
  4. With Local Health agency, selected hospital, and Local Women and Child Protection Office (DPPA), the Consultant will design and develop dsummy of communication tool for socialization of movable hospital-based services. It should connect with the prevention mechanism programme built by local government (POS SAPA DPPA Jakarta). The communication tool(s) should able to reach effectively target pilot socialization , suitable with their condition and socio-culture context
  5. Support the establishment of Centre of Excellence at selected GBV services centre in hospital, that will enable hospitals to share learning and best practices for sustainability of quality services and replication made by others. This activity should lead to the culture of cross learning among GBV services centres to ensure sustainability of this initiative.

Conduct systemic monitoring framework to prevent any risks and adverse impact during implementation of the project (April-December 2021), and provide final project report to UNDP. The report will consist of (a) results of every output agreed between UNDP with documentation of photos/videos/etc., (b) challenges/risks occur and ways of corrections to overcome challenges/risks, (c) documentation of detail list key stakeholders/institutions who have been involved during process and Consultant and recommendation, (d) recommendation for sustainability.

  • Has excellent oral communication skills and advocacy skills
  • Ability to work under limited supervision
  • Strong analytical skills

Required Skills and Experience

Academic Qualifications:

  • Master’s degree in social sciences, Gender, and International Relations.

Minimum experience requirement:

  • Minimum 10 years of relevant experience working at social development sector or research.
  • Having experience in working for GBV prevention and strengthening GBV referral services in Indonesia will be an advantage.
  • Having extensive experience in conducting advocacy with GBV relevant stakeholders.

Language Requirements:

  • Skills in writing and speak English and Bahasa
