Duties and Responsibilities

Scope of Work:

The senior technical expert for implementing Wildlife and Protected Areas Finance Solutions will be responsible for providing technical backstopping with practices and strategies for the effective implementation of wildlife and protected areas finance solutions. Likewise, s/he will also facilitate and promote coordination and collaboration with other actors in all related sectors.

Under the overall guidance of BIOFIN in Thailand, the national consultant will liaise with the Project Manager of BIOFIN for Thailand. He/she will provide technical insights and backstopping for the strategic development and exploration of both ongoing and potential biodiversity finance solutions under the thematic area of wildlife and protected areas. The scope of work includes:

  • Provision of strategic development of ongoing finance solutions and exploration of potential biodiversity finance solutions to be implemented for Thailand under the thematic area of wildlife and protected areas.
  • Developing strategic plans to improve the investment and financing to biodiversity management for the thematic area of wildlife and protected areas finance solution.
  • Consulting all technical matters directly with the Project manager of BIOFIN for Thailand and seeking technical clearance for further implementation, working with other consultants/experts of BIOFIN.
  • Build partnerships with sector agencies and private sectors.
  • Submission of required technical report and analysis.
  • Providing technical support to other relevant finance solutions of BIOFIN in Thailand, if required.

  • Preferably with knowledge of the Royal Thai Government and its line agencies at both national and sub-national levels, some level of familiarity with its operations, and business knowledge of the private sector’s Environment, Social, and Governance (ESG) concept.

    • Displays initiative and sets challenging outputs for him/herself.

    • Identifying new approaches and strategies that promote the use of BIOFIN methodology.
    • Develops and/or participates in the development of a biodiversity finance plan, including identifying new approaches to promote individual and organizational learning and knowledge sharing using formal and informal methodologies.
  • Job Knowledge/Technical Expertise:
    • Understands advanced aspects of the primary area of specialization as well as the fundamental concepts of the BIOFIN process.
    • Continues to seek new and improved strategies for accomplishing the biodiversity finance plan for Thailand.
    • Keeps abreast of new developments in professional discipline and job knowledge and seeks to develop him/herself professionally.
    • Demonstrates comprehensive knowledge of information technology and applies it in work assignments.
  • Design and Implementation of Technical Backstopping Systems:
    • Makes recommendations regarding the operation of finance solutions with the national steering committee of BIOFIN in Thailand.
    • Identifies and recommends remedial measures to address problems to the project manager promptly.
  • Promoting Results-Based Monitoring, Evaluation, and Reporting:
    • Provides inputs and/or progress of implemented wildlife and protected areas finance solutions to the Project manager of BIOFIN in Thailand to complete the Country Result Report (CRR) for submission to UNDP’s Global BIOFIN.

Required Skills and Experience

Degree of Expertise and Qualifications:

Academic Qualifications:

  • Advanced master's degree preferably in development studies, sciences, environmental management, natural resources, or a related field.

Experience:

  • At least 12 years of professional experience is required in the field of wildlife, environment, and development (e.g., biodiversity, natural resources management, environmental management, etc.).
  • Proven technical consultation services for one or more projects of a similar nature.
  • Participation in technical assistance to the international environment and development projects would be an advantage.
  • Proven experience in working with a multidisciplinary team composed of both international and national technical specialists with varying experience and backgrounds.
  • Previous experience working with the Royal Thai Government and/or universities is required.
  • Experience in working, liaising, and collaborating with local officials, national- level government representatives, civil society organizations, public international organizations, and the private sector.

Language:

  • Excellent command of English and Thai, both spoken and written.
