Background

The United Nations Development Programme in the Republic of Kazakhstan (UNDP) is announcing an international competitive bidding for individuals for the position of International Chief Technical Advisor on support to renewable energy and energy efficiency financing facilitation projects.

For detailed information please refer to the attached Terms of Reference and Procurement Notice, enclosed to the tender documentation.

Place of work: Home-based with travel to Nur-Sultan, Kazakhstan.

Duties and Responsibilities

Under the direct supervision of the UNDP Programme Specialist on Energy and Environment and in close coordination and cooperation with the UNDP Programme Analyst on Energy and Environment, Project Managers, Project Experts and project stakeholders, the CTA shall be responsible for, but not limited to the following tasks, as relevant to the UNDP Guarantee Project, UNDP-GEF NAMA and DREI Projects:

  • Setting priorities based on legal consultations, timely provision of advisory support on urgent issues within the components.
  • Support to development and implementation of changes to the FSM, enhancement of procedures for selecting projects for support and subsequent monitoring, based on recommendations of the FSM Review Team.
  • Finalization of the changes to the FSM in accordance with the recommendations of the FSM Review and consultations with the project partners (amendments to the Support Rules and other documents necessary for the operation of the FSM).
  • Contribute to the coordination of the proposed changes to FSM with the MIID and DAMU, including approval by the Project Board and signing of new agreements by MIID and DAMU.
  • Technical oversight and support to the FSM implementation, reviewing the applications for financial support and guarantees and informing the Projects Managers and the UNDP Country Office in case of any irregularities.
  • Development of a prototype guarantee system for financing energy saving projects, including participation in the necessary consultations with stakeholders.
  • Development of necessary rules, conditions and other organizational issues in which the future loan guarantee system for energy efficiency initiatives may have a need.
  • Piloting the created system for guarantee support for energy efficiency investments, including organizing the process of reviewing the projects that applied for a guarantee, coordination support for the implementation of applied projects, consulting on their assessment, monitoring, and adjustments.
  • Preparation of performance assessments of the prototype of the loan guarantee system and recommendations for shaping of its final structure.
  • Development of rules, required documents, templates and procedures for the loan guarantee scheme, for both pilot and post-pilot phases.
  • Liaise on a regular base with the Regional Technical Advisor (RTA) to provide regular updates on the progress of the projects.
  • Support to the modelling of typical projects that will apply for financial support and re-evaluating the adequacy of the FSM and the level of financial support, based on needs and from time to time.
  • Analysis of the identified and potential risks in the implementation of the project activities (including FSM), including risks associated with COVID-19, and development and implementation of risk mitigation measures.
  • Participate in regular meetings to assess Project’s progress and any issues arising, and the identification and conduct of adaptive management measures, with the participation of RTA and UNDP CO.
  • Provide technical oversight of the activities in the pilot quarter in Nur-Sultan (2 apartment buildings), including the procurement of services for the modernization of the heating system, summary of monitoring results and their presentation at a high political level – NAMA Project’s 4th component.
  • Contribute to the presentation of the updated FSM to the key partners and to future clients (through regional branches of the DAMU Fund), Akimats of pilot cities, etc.
  • Contribute to the development and / or extension of Responsible Party Agreements.
  • Contribute to the identification of urban NAMA projects on a national scale, eligible support under the revised/redesigned FSM to generate a pipeline of eligible urban NAMA projects, based on the experience from mini-webinars that boosted applications inflow in 2020.
  • Contribute to trainings (on-line and off-line, public health situation permitting) on the redesigned FSM and the new loan guarantee scheme and in their implementation to a broader range of stakeholders (SMEs, DAMU and banks regional networks, etc.).
  • Undertake monitoring visits to implemented pilot projects.
  • Review and comment, supported projects monitoring reports implemented by an independent company.
  • Contribute to the preparation and implementation of project evaluations, including the Project Terminal Evaluations (TE), exit strategy and final lessons learnt publications.
  • Provide policy advice, technical expertise, and participate in the working and high-level meetings with the key project stakeholders.
  • Support the Projects Managers with coordinating and facilitating inputs of Government agencies, partner organizations, scientific and research institutions, subcontractors, and national and international experts in a timely and effective manner.
  • Participate in the development and technical oversight of the implementation of the Annual Work Plans.
  • Participate in the Project Boards and present technical information, if required.
  • Participate in the development of terms of references (ToRs) for experts and companies to be involved in the project implementation.
  • Bring in best international practices and experiences to contribute to the Projects overall success.
  • Provide regular advisory support, technical guidance, and mentoring.
  • Review and draft documents, provide recommendations.
  • Ensure a smooth exchange of information between the beneficiaries, the teams of experts and the UNDP Country Office.
  • Build and maintain productive relationships with a wide network of experts in areas related to the Projects, in addition to members of the Projects teams.
  • Review and comment reports of the short-term experts, provide recommendations for improvement and clarifications, if necessary, advise the project Managers regarding acceptance of the works of the short-term experts.
  • Provide technical advice to beneficiaries, review technical reports for each of the Projects components, and track progress on each components of the three Projects.
  • Cooperate with the Comms and PR-specialist, to prepare methodological, thematical and informational materials for further publication.
  • Contribute to organization and conduct of final conferences on the results and outcomes of the projects (on-line or offline, public health situation permitting).
  • Contribute to the preparation of quarterly, semi-annual, and annual Projects progress reports and other reports - annual project implementation reports (PIR). Develop draft presentations, etc. for the Projects, as well as for each of the components, as needed.
  • Perform other tasks may be requested by UNDP aimed at achieving the Projects’ goals and objectives.
