Duties and Responsibilities
1.Background
The 46th edition of the Committee on World Food Security (CFS) highlighted the need for developing a policy convergence document for transition to sustainable food systems through agroecology and other innovative approaches. FAO is leading multi-agency agroecology upscaling initiative (including IFAD, WFP, UNCBD Secretariat, UNDP, WHO among others). This process was initiated in conjunction with FAO’s “Second International Symposium on Agroecology: Scaling up Agroecology to achieve the Sustainable Development Goals” in April 2018. The Initiative has identified the following three main areas of work: i) Knowledge and innovation for local problems; ii) Policy processes for transformation of food and agricultural systems; iii) Building connections and partnerships and integrating agroecology into the United Nations (UN) system for the Sustainable Development Goals (SDGs).
UNDP is developing a framework and methodology for assessing agroecology activities based on the Ten Elements of Agroecology, approved by the FAO Council in December 2019. This framework builds on similar ones developed by FAO, IFAD and Biovision, but is adapted to UNDP projects and programmes that often have multiple objectives, beyond agriculture production. Assessing UNDP’s portfolio of programmes and projects on agriculture, food and commodities and associated value chains is essential to understanding how well their design and implementation integrate elements of agroecology and other innovations that pursue sustainability at all levels and stages of the food system.
2.Objective:
The objective of the consultancy is to conduct a stock-take using the UNDP framework and methodology for assessing agroecology in the UNDP portfolio. The stock-take will provide: i) an analysis of UNDP’s investments in agroecology by types of activities, regions and pursued objectives, illustrated with graphs and figures; ii) key findings on UNDP’s current support for and integration of agroecology in programme design; and iii) identification of qualitative lessons learned that can inform guidelines on how to include agroecology into UNDP’s projects and programmes on food, agriculture and commodity production.
3.Tasks and responsibilities:
- Using the agroecology assessment methodology and framework, develop a new database or enhance an existing FACS database/s for recording and analysing data from the UNDP Food, Agriculture and Commodities (FACS) portfolio data;
- Review project documents selected through the methodology and record the data in the stock take database in accordance with the UNDP agroecology framework, including using machine learning where applicable;
- Analyse the data and prepare a draft stock-take report providing graphs and figures showcasing key findings;
- Conduct three case studies identifying key lessons learned.
- Make recommendations on practical steps for improving the integration of the FAO Ten Elements of Agroecology into UNDP programmes and projects.
