Result of Service

Deliverables: Each month during the three-month-long assignment, the contractor will deliver the following, with the specific focus of each month’s monitoring to be agreed in advance with HRMMU: a. Summary of digital data, along with the digital data saved in a designated location, to be submitted according to templates provided by HRMMU. b. Analysis of the digital data, including a timeline of key developments, along with trends and patterns in the digital data; c. List of persons with direct knowledge related to violations of children’s rights in occupied territory with whom initial contact has been made for an interview with HRMMU.

Duties and Responsibilities

Background: The UN Human Rights Monitoring Mission in Ukraine (HRMMU) has a mandate to monitor, document and report on violations of international human rights law and international humanitarian law in Ukraine, including in territories occupied by the Russian Federation. Due to lack of physical access, the occupied territory of Ukraine presents a challenging environment for human rights monitoring, particularly concerning children's rights. OHCHR seeks to engage a contractor to assist in remote monitoring and data collection to enhance its understanding of the situation and inform its reporting and advocacy efforts. Objective: The contractor will support HRMMU in collecting, analysing and ensuring the preservation of digital data relevant to HRMMU’s upcoming thematic report on children’s rights in occupied territory. Scope of Work: The scope of the report under preparation covers children’s rights in occupied areas of Crimea, Donetsk, Luhansk, Kherson and Zaporizhzhe regions during the period September 2022 – September 2024. Special attention will be given to diverse groups of children, in particular children in institutions, children with disabilities and Crimean Tatar children. The topics to be covered include: • Birth registration and issuing of passports to children; • Access to social protection (social assistance, health care, support to children with disabilities, situation of children in institutional care arrangements); • Pre-school education (choice of language, holidays, symbols, teaching of history, respect for national values); • Primary and secondary education (choice of language, change of curriculum and textbooks, teaching of history and current events, classes in military preparation, cultural life and activities, access to online education following the Ukrainian curriculum, discrimination); • Culture and upbringing (summer camps, patriotic and military groups subordinate to the occupation authorities, libraries for children, cultural competitions); • Fundamental freedoms (access to media, privacy, treatment of children who express critical views); • Military obligations for boys who turn 18 (including propaganda for voluntary enlistment); • Access to higher education for children from occupied territory in territory controlled by the Government of Ukraine (recognition of diplomas, knowledge of language, identity documents). With respect to the above topics, and the geographic and temporal scope of the report, the contractor will perform the following tasks: a. Collect and ensure the preservation of digital data from open sources, including news reports, social media, and official statements; b. Analyse digital data to build a timeline of key developments across the geographic areas and to identify trends and patterns; c. Identify and conduct outreach to persons with direct knowledge or experience related to violations of children’s rights in the occupied territory for the purposes of arranging interviews conducted by HRMMU. d. Regularly coordinate with HRMMU’s staff to ensure alignment with HRMMU’s monitoring priorities and reporting requirements.

Qualifications/special skills

Advanced university degree (Master or equivalent) in law, social/political science, international relations or other relevant area. Minimum 2 (two) years of demonstrated experience in human rights monitoring in Ukraine Demonstrated experience of work on the rights of children in occupied territory Experience in doing research and analytical work Experience of collecting, verifying, and analyzing data from digital sources Familiarity with children's rights frameworks, international human rights law, and the national legal framework in Ukraine Experience in drafting reports, and making presentations

Languages

Fluency in English, Ukrainian and Russian is required
