Background

For nearly three decades the UN has been bringing together almost every country on earth for global climate summits – Conferences of the Parties (CoP). In that time climate change has gone from being a fringe issue to a global priority. This year will be the 26th annual summit, with the UK as President for the first time, COP26 takes place in Glasgow on 1-12 November 2021. The climate summit will bring together heads of state, climate experts, young people, civil society, trade unions, faith groups and Indigenous Peoples to agree coordinated action to tackle climate change and accelerate action towards the goals of the Paris Agreement and the UN Framework Convention on Climate Change (UNFCCC). The COP26 is considered one of the important conferences, because the negotiations will be focused on article 6 of Paris Agreement that is related to climate change finance

Countries are being asked to come forward with ambitious 2030 greenhouse gases emissions reductions targets that align with reaching net zero by the middle of the century. Hence, Iraq’s participation in this COP is particularly significant to reaffirm the political commitment towards Paris Agreement and to present its newly developed 2030 emission and adaptation targets. Iraq ratify UNFCCC in 2009 and started to participate in the COPs in 2010. Since that UNDP providing technical and financial support regarding the participation. Iraq is part of the Arabian group and the 77G.

The Government of Iraq, with support of UNDP, has been developing its high-level climate change policy through the Nationally Determined Contribution (NDC) that addresses both mitigation of greenhouse gases and adaptation towards climate change, with focus on gender, youth, and the private sector. The NDC will be submitted to the United Nation Framework Convention on Climate Change (UNFCCC), and will support Iraq to reduce greenhouse gas emissions and increase climate resilience in order to achieve the goal of the Paris Agreement to keep global average temperature rise well below 2 degrees above the average pre-industrial levels. The NDC will reflect Iraq’s ambition to reduce emissions, taking into account its domestic circumstances and capacities and with conditional targets based on technical and funding support. Iraq with technical support by UNDP has adopted the final draft of the NDC that will be approved by the Cabinet in July 2021.

Duties and Responsibilities

The Climate change negotiation specialist will be an international expert whose main responsibilities shall be to:

1. Develop Iraq’s participation guide (including position statement), including consultation workshop with key users.
2. Deliver 2 training workshops, including training materials, for the Iraqi political and technical delegations that will participate in COP26 (2 days each), to build their capacities in negotiations skills and the technical requirements of the UNFCCC & Paris Agreement, and to prepare a delegation capable of presenting Iraq's NDC vision in all negotiating issues in appropriate manner.
3. Develop materials for the awareness campaign with targeted messages aiming to raise awareness of decision maker on the NDC content and targeting different groups in different location across the country, this includes media, public, private sectors, academia, as well as local communities, vulnerable groups, women and youth.

Required Skills and Experience

Qualifications, skills and professional experience of the Climate change negotiation expert should include the following:

• Hold at least a master’s degree in Environment, Economics, Public Administration, Climate, Energy policy, environmental policy or related fields (30 points)

• Minimum of ten (10) years of experience preferably (not limited) in the Middle East and North Africa (MENA) NDCs, climate change documents, and how to draft and deliver training materials for mainstreaming national NDC (25 points)

• Proven track record on delivering training workshops to delegations participating in COP’s negotiations, developing national participation guide and position statement (20 points)

• Excellent oral and written command of the English language (10 points)
• Excellent experience in Iraq’s climate change national context (15)
