Background

The Government of Iraq (GoI) has recently published a two-volume White Paper for economic reform outlining its vision for drastic changes to the Iraqi economy, with a focus on the financial sector, public service sector and reforms targeted at decreasing expenditures and driving up non-oil revenues. Iraq’s international partners, donor countries and international organizations are supporting the GoI with any technical assistance it requires to execute its reform programme.

As such, there are 64 reform projects in the GoI White Paper for economic reform which encapsulate some four hundred reform actions. These projects will require national and international expertise in order to execute and achieve the expected reform outcomes.

The EU-financed and UNDP implemented programme “Supporting Recovery and Stability Through Local Development in Iraq” (LADP III) supports the decentralization efforts at various levels. The overall objective of this assignment is to contribute to the support of the establishment of a donor co-ordination mechanism at national, regional and governorate level with the appropriate set-up and framework.

Duties and Responsibilities

The consultant is expected to conduct his/her duties under the direct supervision of the LADP Project Manager under the general supervision of the LADP Programme Manager. To achieve the objective, the consultant shall do the following tasks

  • Familiarise with the goals of LADP and the situation of Iraq and elaborate an inception report.
  • Screen globally, with specific emphasis on the Arab world (Jordon, Syria, Yemen, Somalia, ...), mechanisms of and experiences in donor-co-ordination at national and sub-national level.
  • Group and describe all identified mechanisms involving at least the headings provided in task 4.
  • Analyse and summarise the findings in a report, including a reply to the following points:

    1. Who is leading the co-ordination at government and/or donor level?
    2. What are the respective roles and responsibilities?
    3. How are the co-ordination efforts structured (e.g., by sector or by SDG)?
    4. In how far are the co-ordination processes formalized?
    5. What are the reporting and dialogue mechanisms?
    6. How is goal congruency achieved between government authorities, between central and local level and between donors?
    7. How are conflicting interests resolved?
    8. How are the mechanisms financed?
    9. How could UN supportive mechanism manage the entire aid coordination system? Any good practices in this area?
    10. What are specific challenges and opportunities?
    11. What are the results, lessons learned and key do’s and don’ts?
  • Based on the analysis, identify and describe specific prerequisites for donor co-ordination mechanisms in Iraq/the Arab world and/or fragile states (if applicable).

  • Describe the current donor co-ordination mechanism of Iraq* and identify gaps.
  • Elaborate and recommend, in conclusion, an optimal donor co-ordination mechanism for Iraq.
  • Besides the report, elaborate a succinct brief.

* Note that the project may support this step through facilitation of online meetings with relevant stakeholders and provision of available material, guided by the consultant.

Required Skills and Experience

Academic Qualifications:

A Master's degree, preferably in public administration, public policy, law, development economics or international development (20 points).

Years of experience:

At least 15 years of experience in public sector governance, decentralization, economic development, civil society development or similar. (30 points)

Experience in donor co-ordination roles. (10 points)

Ample experience in desktop research. (10 points)

Field experience in Arab countries. (10 points)

Self-motivated and able to work with a minimum of guidance in a difficult working environment required. (5 points).

Strong communication and interpersonal skills, ability to foster networks and partnerships. (5 points)

Language (10 points):

Fluency in English.

Working knowledge of Arabic a distinct advantage.
