Background
The Hwaizeh Marshes suffer from several interlinked development and environment challenges, including livelihood needs of Internally Displaced Persons (IDPs) and returnees, environmental degradation, lack of safe drinking water, power supply, refuse collection and sewage treatment facilities. Additional issues include social fragility and climate change which exacerbates existing development and environment problems. UNDP Regional Bureau for Arab states (RBAS) initiated a new regional project (the SDG-Climate Facility Project: Climate Action for Human Security) that aims to enhance the capacity of regional, national and local institutions to effectively integrate climate change consideration into development and crisis prevention/recovery interventions and policies, including support to scale-up climate finance for innovative local solutions. As part of the regional umbrella project, UNDP Iraq will implement a pilot project that seeks to enhance climate security among returning IDPs to the Al Hawizeh marshes. The project (Climate Action for Human Security in Al Hawizeh Marshland) will focus on supporting marsh communities to become resilient to growing risks from climate change and climatic disasters. The project is consistent with the approach of addressing climate change as a threat multiplier to underlying poverty, human displacement, and water insecurity. The project’s added value lies in its unique approach in addressing the nexus between climate action and human security through a set of integrated activities involving ecotourism, renewable energy solutions for water supply, and promoting livelihood diversification, especially among women.
Duties and Responsibilities
Based on the above-mentioned background, UNDP aims to recruit Gender consultant to support the National Project Coordinator on the preparation of the gender assessment and action plan, in line with the approved Pilot Project Proposal that will be provided to the consultant upon confirmation of her/his appointment. The project national counterparts, such as the Ministry of Health and Environment and the Governorate of Missan, will provide support and assistance to the Gender Specialist in conducting any survey or providing data and documents needed to carry out the assignment. The consultant will update the National Project Coordinator on any constraints experienced during implementation of the deliverables, as applicable, to ensure smooth preparation and delivery of the gender assessment and action plan.
More specifically, the international consultant will carry out the following tasks:
- Conduct a desk review ofany available studies concerned with gender in the project sites.
- Develop the methodology for the Gender assessment and design the data collection tools
- Collect gender-disaggregated data on socioeconomic and Environment/Climate Change issues concentrating on gender context in Iraqi Marshlands and specifically the project site. This would include (but not limited to) demographic data, gender distribution of economic tasks, gender dynamics of local institutions and networks, opportunities and challenges of women’s engagement in the project, gender differentiated impact of displacement, survival strategies, etc.)
- Conduct interviews and focus groups remotely when and as feasible, or otherwise provide remote guidance/training to local counterparts (project coordinator or local consultants) on how to conduct interviews and focus groups and how to report on those.
- Compile and share the international best experience in gender and safeguards development, from relevant Gender studies.
- Prepare the final gender and safeguards analysis based on all the above with conclusions and recommendations to address gender gaps in the project including a number of specific interventions for women’s engagement in the project.
- Develop an action plan for incorporation of gender aspects in each of the project’s outputs, with quantifiable baseline and target indicators.
- Conduct consultation workshop with women organizations and Project stakeholders to review/ discuss /comment on the gender analyses and action plan draft.
