Result of Service The Analyst Notebook and iBase Specialist will be expected to deliver the following:

1. Conducting training sessions and developing training materials to ensure effective utilization of the Analysis Notebook and iBase system by UNITAD staff. 2. Providing timely and efficient technical support to Analyst Notebook and iBase users. 3. Collaborating on the production of analytical products related to CDR analysis, Persons of Interest (POIs), POI networks, linkage evidence charts, leadership charts, temporal and geospatial analysis of events, slave and flight routes, and other relevant analytical products. 4. Making system enhancements and improvements based on user feedback and organizational requirements. 5. Creating documentation, such as job aids or cheat sheets, to support Analyst Notebook and iBase users in their day-to-day operations.

Work Location This consultancy is located in Erbil, Iraq,

Expected duration Two (2) months through 30 September 2023, with a possibility of extension subject to availability of funding.

Duties and Responsibilities The core responsibilities of the iBase Specialist are the following:

1. Training UNITAD's staff members (SM) from different offices in using Analyst Notebook and iBase to ensure effective utilization of iBase to suit the specific investigative needs of UNITAD. 2. Conducting analysis on Call Data Records (CDR). 3. Creating and maintaining information about Persons of Interest (POI). 4. Conducting social network analysis, creating linkage charts. 5. Performing temporal and geospatial analysis of events, flights, and slave trade activities. 6. Monitoring performance by SMs and output in iBase. 7. Contributing to the creation of other analytical products. Additional responsibilities include: 8. Training to other key stakeholders, including Iraqi entities or NGOs, if useful for the continuing collaboration between UNITAD and those stakeholders. 9. Developing training materials to educate users on iBase functionality, best practices, and new features. 10. Providing technical support and guidance to users of the iBase system, addressing system-related inquiries, troubleshooting issues, and developing and solving analytical queries. 11. Collaboration with the investigation units and analysis teams to solve investigative queries, identify investigative leads, and create analytical products. End results may include CDR analysis and charts resulting in the identification of persons of interest linked to a crime, development of perpetrator networks, linkage charts, chronologies of events, histographs, geographical mapping of events, flight and slave trade routes. It should be noted that such documents must be developed in a way that they can be presented in court as evidence that links an individual to a crime. 12. Mapping charts in i2 Notebook. Collaboration with stakeholders, such as business analysts and system developers, to identify and implement system enhancements, ensuring alignment with organizational requirements. 14. Participation in testing and quality assurance activities for system upgrades, patches, and integrations. 15. Maintaining documentation, including system configurations, procedures, and user guides, and keeping up-to-date with iBase software updates.

Qualifications/special skills Education:

A Bachelor's degree in computer science, information systems, data analysis, criminal justice/investigations, political science, or a related field is required.

A professional certificate in iBase is desirable.

Experience:

Five (5) years of proven work experience in conducting Analyst Notebook and iBase analysis, utilizing Analyst Notedbook and iBase software, and producing Analysis Notebook and iBase analytical products or similar tools is required.

Demonstrated experience working with Analyst Notebook and iBase software, preferably in a similar specialist role is required.

    Languages Languages

English and French are the working languages of the UN Secretariat. For the position advertised, fluency in English is required. Fluency of Arabic is desirable.

Additional Information Purpose:

This consultancy is located within the United Nations Investigative Team to Promote Accountability of Da'esh / ISIL (UNITAD) and will be based in Erbil, Iraq. The incumbent will report to the Team Leader Erbil, who in turn reports to the Director of the Office of Field Investigations.

UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da'esh) in Iraq. Training of UNITAD staff on the effective ustilisation of iBase and Analyst Notebook. Assisting UNITAD staff with iBase queries and solutions. The development of charts and other analytical products through iBase and Analyst Notebook. The quality of such analytical products must be of a quality such that they can be capable of being tendered for admission before a court pursuant to general principles of international criminal law.

The purpose of this consultancy is to assist UNITAD in the utilization of Analyst Notebook and iBase to analyse Call Data Records and create linkages between evidence in our holdings to persons of interest/perpetrators.

The purpose of this document is to outline the key responsibilities, qualifications, and deliverables for the role of the iBase and Analyst Notebook Specialist.
