Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in the area of FAO's global mandate and Strategic Objectives. More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.

Reporting Lines

The position is under the overall guidance of the FAO Representative in Somalia, the direction of SWALIM Technical Advisor and the direct supervision of the Senior Hydrologist.

Technical Focus

The incumbent will provide support in water resources data collection, analysis, and dissemination under SWALIM Water unit, including hydrological, hydrogeological, irrigation information and climatic time series data.

Tasks and responsibilities

Under the overall guidance of the FAOR Somalia, the direction of SWALIM Technical Advisor, and the direct supervision of the SWALIM Hydrologist and working in collaboration with FAO SWALIM Information Management unit and Water resources unit staff, the incumbent will be responsible for day to day data collection, analysis, processing and archiving of hydrological and climate related data to support flood and drought monitoring, production of early warning information and ground water monitoring in Somalia, specifically he/she will; - Responsible for the climate and ground water telemetric system data servers-SUTRON and SIAP MICROS by: • Checking daily the data coming from the Automatic Weather/Groundwater Stations (AWS)and ensure their quality control and dissemination. • Assisting in Installation and maintenance of AWS in Somalia. • Ensuring that the servers are up and running at all times. • Ensuring that the precipitation data received is disseminated on the SWALIM website. - Responsible for the manual hydro-meteorological climate database including over 100 monitoring stations: • Ensure data screening and quality check of hydro-met data from the field. • Daily update and archiving of the climate and river monitoring databases using existing tools eg SWIMS, EXCEL and HYDATA. • Maintain hard copy files of the Hydro-met data using the procedures and structures stipulated by the water resources theme. • Provide monthly data analysis and processing for all the monitoring stations. • Liaise with Puntland, Somaliland and FSG hydro-met observers for timely data transmission. - Responsible for SWALIM Data & Documents Repository by: • Ensuring that it is always up to date. • Easily accessible to all staff. • Performing regular backups to it. - Provision of Hydro-met data on demand to SWALIM partners in timely manner: • On request analyze and process water resources data as per partners demands. • On a monthly basis summarize hydro-met data and share with line ministries of water and agriculture in Somaliland, Puntland and FGS to support water resources management projects in the respective areas. • Document all water resources requests from partners in collaboration with the IM team. - Update of the Drought monitoring tool: • Extract and upload Precipitation, NDVI and temperature data to run the Combined Drought Index (CDI). • Ensure the smooth running of the CDI web-based platform by providing timely data. • Perform regular backups to it. - Update of the Flood monitoring tool: • Extract and upload Precipitation and River Levels data to run the Flood Risk and Response Information Management System (FRRIMS). • Ensure the smooth running of the FRRIMS web-based platform by providing timely data. • Perform regular backups to it. - Ensure that all data received from SWALIM field observers and partners have complete metadata and is managed in accordance with the procedures and guidelines stipulated by the IM and Water Teams. - Support the SWALIM Water and IM teams in provision of training to Somalia government and other partners in training of water and land resources data analysis and processing. - Perform any other duty as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in one of the following fields: Hydrology, Hydrogeology, water resources or agricultural engineering. • A minimum of 3 years’ experience in analysing hydrological, hydrogeological and irrigation information and other climatic time series including remote sensing data. • Working knowledge (level C) of the FAO official language used for communication within the country (English) and working knowledge of the local language(s) is required. • National of Somalia.

Technical/Functional Skills

• Demonstrated ability in collection and analysis of hydrologic and meteorological data. • Experience preparation of methodology for hydrological analysis of surface water and/or groundwater. • Capacity to provide written and oral reports and make suggestions and recommendations for inclusion of hydrological study findings in the reports. • Good knowledge of the UN work system and ability to work under minimum supervision and effectively with people of different national and cultural backgrounds. • Strong communication and IT skills.
