Job Description

A new humanitarian working group (GTH) within OIREN (the body that brings together most of the international NGOs active in Niger) has just been created and contributes to the implementation of OIREN's objectives on the advocacy and representation of humanitarian NGOs for the proper implementation of humanitarian actions for the populations. The GTH aims to ensure recognition of the role of humanitarian NGOs in the humanitarian response through advocacy or institutional communication, while ensuring respect and unconditional application of humanitarian principles. The GTH integrated within OIREN will be a space for discussion, information sharing and consultation on themes and/or issues specific to humanitarian action in Niger, above all between its members but also between its members and the various stakeholders in international cooperation and humanitarian aid and/or recovery and/or development for the benefit of the populations of Niger – national or local authorities, United Nations, donors, diplomatic representations, national NGOs, etc.

Role and Responsibility

Under the technical supervision of the Executive Bureau of OIREN (and the administrative supervision of the head of mission of the NGO who contracts the position) the Coordinator of the Humanitarian Working Group (GTH) of OIREN is responsible for ensuring the proper functioning of the GTH by exercising the following roles and responsibilities:

Roles

• Ensure effective coordination and communication between GTH members, OIREN coordination, technical groups, donors, UN systems and other stakeholders. Coordination is one of the key elements of the job.

• Represent humanitarian NGOs on the Humanitarian Country Team, and serve as a link between HCT and NGOs (prepare and share meeting minutes, share documents sent by OCHA, etc.)

• Represent the GTH to external stakeholders - donors, government, coordinating bodies and local and international NGOs.

• Network with stakeholders in order to contribute to the achievement of the objectives of the GTH.

• With the support of members of the GTH and the OIREN Executive Bureau, develop and implement a multi-year communication and advocacy strategy focused on humanitarian actions.

• Recruit, supervise and manage, as the case may be, the specific consultants and sub-contractors required to carry out the activities which will be identified by the GTH.

• Act as focal point for the GTH and for OIREN on humanitarian issues.

• Responsible for all aspects of grant management including, but not limited to, submission of high-quality donor proposals, financial and narrative reporting, grant filing, memoranda of understanding between the NGO hosting the position and other INGOs contributing to the GTH budget.

• Coordinate monitoring and evaluation of GTH initiatives, as needed, for reporting, learning and possibly advocacy.

Responsibilities

• Lead the strategy and development of the GTH as a forum

• Develop an operational and financial strategy for the GTH.

• Organize and facilitate meetings of the GTH according to the frequency that will be defined and validated.

• Coordinate agenda setting with GTH members prior to meetings and ensure that meeting minutes are shared in a timely manner.

• Attend HCT meetings and prepare minutes to share with OIREN members.

• Ensure the sensitization of heads of mission of international NGOs by capitalizing and sharing the various themes (advocacy, humanitarian access, global policies, etc.).

• Act as necessary as the focal point of the GTH with the other thematic groups of OIREN.

• Oversee the advocacy and communication work of the GTH, including strategy development.

• Coordinate the development of positioning notes, press releases on subjects deemed useful by all members of the GTH.

• Provide Advocacy on relevant themes / topics such as humanitarian space, principles, negotiation of access and if possible, organize training.

• Oversee the implementation of the sensitization and training component in the principles of integration of humanitarian and protection with the recruitment, preparatory meeting and supervision of consultants and dedicated staff (if funded by donors in 2022).

• Participate in CTTNUD meetings with a view to following discussions relating to the operationalization of the Humanitarian - Development - Peace Nexus in Niger and to guarantee respect and preservation of humanitarian principles in its implementation.

Critical interfaces

The relevant interfaces for this position are:

• GTH: representatives of INGOs (heads of mission or country directors).

• OIREN: Members of the national coordination of OIREN and secretariat of the office in Niger

• UN: Country humanitarian coordination, OCHA, Agencies, Funds and / or program representatives.

• Coordination mechanisms: HCT, HCT technical groups, CM-Coord, clusters, working groups (e.g. access)

• The incumbent is one of the full representatives of INGOs at the EHP

• National and local authorities

• local NGOs

• Donors

Skills & Qualifications

Competencies are important for the employee and the organization to achieve the desired results. They are relevant to all staff and are divided into two categories:

Generic professional skills for this position:

• At least 10 years of experience in a humanitarian context including at least 5 years in a management position (Experience as head of mission would be an asset),

• Experience working in complex and volatile contexts,

• Experience as head of mission and / or coordinator of a coordination body for humanitarian actors,

• Experience as an NGO representative on an HCT

• Interface experience with donors and government,

• Proven knowledge in coordination and advocacy,

• Fluency in French and English, both written and oral.

Background / Specific skills, knowledge, and experience:

• A very good knowledge of the Sahel context and real work experience in one of the Francophone Sahelian countries are highly sought after.

• Strong advocacy skills. As a representative of humanitarian NGOs in key spaces, the coordinator should have demonstrated previous success in advocacy efforts and demonstrated his ability to be heard and represent common positions in public forums.
