Overview

Lead and manage DRC’s Humanitarian Mine Action projects in Libya.

You have:

  • IMAS EOD Level 3 certification is required.
  • Project Management qualification or equivalent experience is required.
  • Minimum 5 years project management and technical management experience is required.
  • Fluency in verbal and written English with excellent writing and reporting skills is required.
  • Knowledge of Arabic is desirable.
  • Working experience in INGO and humanitarian context is an asset.
  • IT skills; Microsoft Word, PowerPoint, Excel etc. are desirable.
  • Previous Libya experience is desirable.

Danish Refugee Council (DRC), one of the world’s leading humanitarian INGOs, is currently looking for a highly qualified Humanitarian Mine Action Technical Field Manager to work within DRC’s HDP sector. The Humanitarian Disarmament and Peacebuilding (HDP) sector is one of DRC’s five core sectors of intervention. It seeks to contribute to the fields of disarmament and peacebuilding through a focus on the safety and security of conflict-and displacement-affected populations at the center of DRC’s mandate. Within the HDP sector Humanitarian Mine Action (HMA) interventions work to reduce the number of casualties where there is a threat of Explosive Ordnance (EO) or Explosive Remnants of War (ERW). Through Humanitarian Mine Action we mitigate the risks for humanitarian operations and local populations through education, disposal, and clearance.

DRC HMA has been present and operational in Libya since 2011 with a broad Mine Action portfolio - Technical Survey (TS), non-technical survey (NTS) Battle Area Clearance (BAC), Explosive Ordnance Disposal (EOD), Explosive Ordnance Risk Education (EORE), capacity building of local NGOs and collaborating with national authorities.

About the job

Your main duties and responsibilities will be:

  • Lead the resource and mobilisation effort and implementation of DRC’s Humanitarian Mine Action activities in Libya
  • Identify and meet donor requirements for your specific project
  • Project Management including human resources, finance, logistics, and donor reporting requirements for ongoing DDG projects in Libya, including planning, implementing, and monitoring of mine action activities and regular follow up (Including periodic reporting to the Ops manager and Head of programme)
  • Ensure that mine action objectives and project implementation are consistent with SOP frameworks, relevant international standards, and best practice in the sector.
  • Develop work plans and operational processes.
  • Represent DRC HMA in Libya and conduct meetings on behalf of HDP when required.
  • Manage and monitor budgets closely and report to HMA Operations Manager and Head of Programme
  • Strategic planning, development and roll-out of future projects
  • Support training and capacity building for HMA and other NGO staff.
  • Support the HMA Operations Manager and Head of Programme in an all-other program requirement
