DRC Sudan

DRC has been present in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Darfur, South Kordofan, Gedaref, Kassala, and Khartoum states. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

About the job

Project: UNOPS Land Release Services in South Kordofan, Blue Nile and Darfur States of Sudan

This project will provide Multi-Task Teams to conduct land release operations in high priority explosive ordnance (EO) contaminated areas in South Kordofan, Blue Nile and potentially Darfur states.

The Technical Field Manager will be responsible for operational delivery of this project, leading Multi-Task Teams in the relevant states. These positions will be based in Kadugli, South Kordofan or Damazin, Blue Nile, with significant travel to the field. The TFMs will report to the Operations/QA Officer.

This position is available contingent on donor funding.

Duties and Responsibilities

  • Daily management and supervision of the operational activity
  • Submit daily situational reports from the field.
  • Planning, monitoring and evaluation of all MA activities
  • The deployment of operational assets
  • The monitoring of procedures and quality assurance of operations
  • Ensure that priorities set by the programme, UNMAS and NMAC are met and the requirements of the donors and beneficiaries are taken into consideration
  • Mentor, manage, monitor and supervise the national staff ensuring that they carry out their duties in a responsible manner in accordance with SOPs.
  • Monitor and analyze productivity and report back with recommendations for improvement
  • Deliver and monitor where applicable training to build capacity within the national staff.
  • Regularly conduct Internal quality assurance of MTT team and providing corrective action where necessary.
  • Implement security measures in accordance with the security plan and coordinate with the PM.
  • Ensure serviceability of equipment for assigned tasks.
  • Ensure timely replacement of defective equipment for assigned tasks
  • Ensure long term planning for equipment that has expiry restrictions
  • Follow up on requisitions to HQ for his/her assigned tasks
  • Ensure damage and losses are reported correctly
  • Ensure logistic procedures between the field and HQ are being followed.
  • Be the Logistic focal point to coordinate with the Support Staff in HQ for his /her assigned tasks
  • Assist the OM and Logistics Manager in developing plans for maintenance and turnover of operational equipment

Experience and technical competencies: (include years of experience)

  • 5 years of experience with a Mine Action organization
  • Undertake, record and report NTS
  • Road assessment and clearance
  • Technical Survey
  • Mine/ ERW Clearance
  • Supervising road clearance drills
  • 2 years of experience in planning, deploying and supervising manual mine clearance
  • previous experience operating in both, one person one lane and linear clearance drills
  • 2 years of experience in planning, deploying and supervising a team in BAC
  • Cluster munitions clearance
  • Fluent English written and spoken
  • IMAS EOD Level 3
  • Identification of Land Service Ammunition found in Sudan
  • Identify whether an item is safe to move
  • Application of adequate safety distances
  • Tamping and protective works

Education:

High school education required

Fluent English written and spoken
