DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

Throughout its nine field offices and a workforce of 450 staff, DRC upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level.

About the Job:

Overall

Operations Senior Medic is required to use a hand-held radio or other communications system (cell phone) to monitor the progress demining operations and maintaining a link with the HDP TFM and Team Leaders. The Senior Medic is tasked with both field activities and managing the other medics and maintaining the required medical standards as per DRC HDP SOPs.

Responsibilities:

Provision/access to medical services

  • In the event of an incident/accident requiring medical support the medic shall provide the necessary support to stabilise any patients until such time as MEDEVAC / CASEVAC resources are available or deliver the casualty to the nearest suitable medical facility
  • EOD medic is required to conduct medical reconnaissance on areas to be worked in prior to team deployment so as to establish task site casevac routes and casualty transport times. (for NTS, MRE, MMC and EOD teams);
  • Conducts surveys of hospitals and medical facilities that may be used by HDP and identifies their usability in line with the HDP Medical SOP.
  • EOD medic shall maintain correct details of the location - and contact details for all relevant local medical facilities.
  • Liaison with mine action, healthcare, local authorities and any other relevant organisations operating in country with regard to medical issues.

Training and capacity building

  • HDP Senior Medic is to conduct periodical refresher/continuation medical training for all project staff as per HDP SOPs.

Capacity building, HR and logistics:

  • Assist the TFM’s and/or OM with the design, development, delivery and evaluation of appropriate training programs for medical support to mine action.
  • Assist the OM with the recruitment of national technical staff.
  • Support and assist the OM with maintenance of all documentation related to HMA activities within Libya.
  • Assist and coordinate with support and administration staff to ensure all support documentation is obtained and submitted.
  • Ensures all logistic requirements are fulfilled in coordination with support logistic officers and TFM’s.
  • Assist in management of Meidc HR and leave issues.

Equipment management and admin tasks

  • HDP medic is to provide general support in respect of HDP operations in theatre, including but not limited to ensuring all first aid and trauma kits are fully equipped according to SOPs, that teams are regularly briefed and familiar with medical SOPs, to provide technical advice for the purchase of medical equipment, etc.
  • Check that all medical equipment is checked daily and report any damage to TFM.
  • Prior to deployment, ensures that sufficient and appropriate medical supplies are available at operational locations.
  • Responsible for the maintenance of an effective stock control system for medical stores, including the security of controlled drugs.
  • In consultation with other managers, order items for replenishing medical store.
  • Conduct other duties as directed by the TA and/or OM.
  • Maintains a folder containing the following information and documentation:

  • Blank Patient Report Forms

  • Record of all assessment, examination and treatment of DDG staff
  • Individual training record

Communication and reporting:

  • Ensure that the TFM is fully briefed in all technical, operational issues and any operational difficulties arising.
  • Assist the TFM in providing relevant and useful information to the wider HMA country operation and HQ.
  • As required by the OM, ensure that accurate and thorough reports following investigation into any incidents/accidents as result of dealing with field operations are completed and provided to OM with details of appropriate action taken.
  • Submit accurate reports as directed by the OM/TFM.

About you

To be successful in this role you must have:

Experience and technical competencies:

  • Relevant and proven emergency room ambulatory experience in trauma situations
  • Excellent command of English (both written and oral) including knowledge of medical terminology.
  • Able to communicate effectively with receiving hospitals and physicians.
  • Knowledge of the areas of operations and medical facilities and services available
  • Computer literate with good understanding and practical ability using Microsoft applications such as Word, Excel and PowerPoint.
  • Works under pressure to strict deadlines with excellent timekeeping essential.
  • Be prepared to work long hours to ensure adequate medical cover is maintained in support of operations and all necessary admin required.
  • Prior experience in delivering training an advantage but not essential.
  • Organized and able to work with methodological approach
  • Experience of leading and motivating diverse teams of people.
  • Experience of working extended periods of time with minimal supervision.
  • Experience in storage and management of medical supplies and drugs.
  • Good experience in working with information technology applications.

We offer

DRC will offer the successful applicant a contract until December 2024, renewable dependent on both funding and performance. You must be available to start work As soon as possible, and be willing and able to work in Mocha.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment. This position will be placed at Band (G Manager) and will be reporting to HDP TF Manager.
