Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 550 staff in Ukraine and will continue significant scale-up in 2023 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a Humanitarian Mine Action Quality Management Specialist to join the team in Kyiv.

Overall purpose of the role:

As the Quality Management Specialist (QMS) your primary function will be to ensure all technical/HMA assets and personnel are trained to a high standard. As QMS, you will plan your activities closely with the Quality Assurance and Capacity Building Manager Operations Manager based in Kyiv.

He/she will be responsible for assisting with the direct quality management of a number of demining, BAC and NTS teams within the organization, which spans a wide area of operations, thus DRC is seeking a person that displays a positive approach to his/her work, and is of a determined and dedicated character.

You directly report to the QACB Manager.

The QMS will be based in Kyiv, Central Ukraine and will travel across all areas where DRC-HDP teams operate, (Kyiv, Chernihiv, Kharkiv and Mykolaiv Oblasts).

Responsibilities:

  • QMS main responsibility is quality assuring and monitoring Demining/BAC/NTS and /EORE activities conducted within the DRC HDP Ukraine programme.
  • Support the QA/CB Manager to amend and revise country-specific Standard Operations Procedures (SOPs) for all HDP activities in accordance with HDP Generic Operations Procedures (GOPs), Ukrainian National Standards and IMAS.
  • Support the QACB Manager in creating quarterly capacity building plans for the operations.
  • Support the QA/CB Manager on modify the current QA toolbox to suit the HDP Ukraine programme.
  • Conduct regular task site inspections in pre-planned coordination with the QA/CB Manager.
  • In addition, conduct unannounced task site inspections at his/her own will and report findings to OM/Head of HDP accordingly.
  • Keep QACB, OM and Head of HDP informed about any non-conformities noted through site visits through written reports.
  • Provide advice on QA issues to the QACB and OM.
  • Assess and modify the current training management plans in support of operations as per capacity development plan.
  • Assist the QACBM and OM with the designing and implementation of training plans and procedures.
  • Support the Operations in training of operational staff on a need basis.
  • Ensure that all trainings are conducted in line with capacity building plans.
  • Collate and record all training undertaken by all operational personnel.
  • Assess the current operational reporting formats and modify if required in cooperation with the TFMs and Supervisors.
  • Ensure that all Ops reports i.e. survey, clearance, EORE are correctly completed.
  • Conduct regular inspections in Information Management unit to ensure that documenting/filing system is done appropriately.
  • Responsible for ensuring proper use and maintenance of all equipment under their area of responsibility, such as vehicle, radios, mine detectors etc.
  • Undertake other such actions as deemed appropriate and necessary by the QACBM.

ERequired experience and competencies:

  • Minimum 3 years of experience in Humanitarian Mine Action.
  • Hands-on experience of training, supervising and deploying manual demining & BAC teams is required.
  • Knowledge of and practical experience with a range of hand-held detectors, such as the Minelab F3, Ebinger UPEX 740M, CEIA CMD, Vallon VMR3 / VMC, for the purposes of manual demining is essential.
  • IMAS EOD Level III certification is required.
  • A high degree of computer literacy in all MS Office programs is required.
  • Work experience in technical supervision of staff, monitoring and evaluation is highly desirable.

  • 1 Year with strong possibility of an extension, depending on funding and performance.
  • Salary at Band G non-management and conditions in accordance with Danish Refugee Council’s Terms of Employment for National Staff including HMA allowance.
