Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Humanitarian Mine Action Project Manager.
About the job
The HMA Project Manager position will be created within the Libya programme team under the Humanitarian Disarmament and Peacebuilding sector for the BRIDGE project (Building Resilience through Integrated Services for Displaced and Host Communities in Greater Libya, Enhancing Well-being), funded by the Italian Agency for Development Cooperation (Agenzia Italiana per la Cooperazione allo Sviluppo - AICS). The project is being implemented in partnership with INTERSOS (Lead agency) and WeWorld.
The HMA Project Manager will supervise DRC's Explosive Ordnance Risk Education (EORE) and Victim Assistance (VA) team and activities aimed at reducing civilian harm and supporting longer-term safety and resilience in Libya. This includes close coordination with consortium partners, national and local partners, and DRC's Protection and Economic Recovery teams to ensure effective collaboration and alignment. The HMA Project Manager will serve as the focal point for consortium-related activities and coordination.
The HMA Project Manager will ensure the highest technical standards are maintained for EORE, VA, and Mine Action Advocacy, and that all activities are aligned with national, international, and DRC-HDP Standard Operating Procedures (SOPs), policies, and protocols. The position will also ensure timely reporting.
Your main duties and responsibilities will be:
Management of EORE, VA, and MA Advocacy
- Coordinate, plan, and monitor EORE, VA, and Mine Action Advocacy activities in Libya, including detailed project roll-out planning, activity scheduling, and phase-out; provide technical supervision of project implementation.
- Provide capacity development, team building, and leadership of EORE staff.
- Manage and monitor assigned budget, including designing/reviewing Bills of Quantities (BoQs), attending Budget Follow-Up meetings, and reporting any discrepancies to the Area Programme Manager, Head of Programme, and Finance Manager.
- Plan and coordinate logistics and staff movements proactively across different operational areas; initiate procurements and ensure their execution.
- Ensure that prioritisation set by LibMAC and donors, as well as activities of other Mine Action operators, are considered in the planning and implementation of operational activities.
- Engage in high-level liaison work with key stakeholders, including national and local government authorities and (inter)national humanitarian community in DRC's operational locations.
- Maintain and develop SOPs, Training Management Plans (TMPs), workplans, and other relevant operational documentation; implement changes within the programme accordingly, seeking advice from the HDP Coordinator.
- Obtain LibMAC and HDP/HQ approval of technical protocols, including TMPs, workplans, and staff development plans.
Coordination – external and internal
- Ensure high-level coordination and collaboration between specialized teams required for integrated implementation, such as training and working groups. This includes DRC HMA staff in Libya (EORE staff, HMA Coordinator), as well as INTERSOS and WeWorld field managers, coordinators, and teams.
- Ensure the BRIDGE project is implemented according to plan, that progress is monitored and assessed, that high-quality reporting is produced, and that implementing teams work together efficiently.
- Jointly with Monitoring, Evaluation, Accountability, and Learning (MEAL) and Information Management (IM) units, design Monitoring and Evaluation systems in line with internal SOPs and NMAS.
- Develop tools and methodologies for Comprehensive VA and share lessons learned with DRC missions globally, as well as through outlets of the international Mine Action community in Libya and globally, in coordination with the HDP and HMA Coordinators.
- Upon request from the Area/Programme Manager and HDP Coordinator, act as DRC's representative for external parties at field visits, national and international Mine Action events, and government liaison meetings.
- Support the communication of HDP's work to the general public in collaboration with the Area/Programme Manager, Head of Programme, and HDP Coordinator.
Reporting and Fundraising
- Prepare regular high-quality progress reports for the donor, LibMAC, ALT programme, and HQ on a regular and ad-hoc basis.
- Update and monitor the monthly financial forecast and ensure appropriate and timely procurement requests in DRC Dynamics for smooth financial reporting.
Support the Area/Programme Manager, Head of Programme, PDQM, and HDP Coordinator per request in overall HMA fundraising efforts, focusing on EORE, VA, and Advocacy.
About you
To be successful in this role we expect you to have at least minimum 5 years’ previous experience in the humanitarian/development sector at management or coordination levels.

Desirable
- Experience in Humanitarian Mine Action Integrated programming
- Understanding of IMSMA.
- Experience with AICS protocols and requirements, including reporting.
