The Danish Refugee Council (DRC), one of the world’s leading humanitarian non-governmental organisations, is seeking a highly qualified, experienced, and motivated professional to join its team as Humanitarian Mine Action (HMA) Officer – Explosive Ordnance Risk Education (EORE).

Overall Purpose of the Role

The EORE Facilitator or Officer is responsible for delivering high-quality Explosive Ordnance Risk Education (EORE) activities in targeted communities across South Sudan in accordance with IMAS, National Mine Action Standards (NTSGs), DRC SOPs, and donor requirements. The Facilitator supports community engagement, awareness raising, data collection, and reporting while contributing to integrated Humanitarian Mine Action activities and promoting safe behavior among conflict-affected populations.

Key Responsibilities

Technical Oversight and Programme Implementation

• Conduct EO Risk Education in targeted communities following the operational plan as prepared.
• Collect data (community information, and any other information relevant to the project) from targeted communities
• Conduct interviews in the community for impact/KAP/need assessments.
• Conduct community liaison activities in the targeted communities.
• Support EOD, BAC, NTS, and other HMA teams by delivering EORE sessions before, during, or after operational activities.
• Participate in the organization of public awareness campaigns
• Participate in the elaboration, testing and dissemination of Information, Educational and Communication (IEC) materials to support EORE activities, including identification of new IEC needs.
• Report to EORE Officer all needs in equipment and tools identified in the field
• Report on any specific problems that jeopardize the activities and participate in finding solutions
• Accurately fill and submit requested reports to the EORE Specialist (IMSMA forms for education, accident, and Weekly report). on dates and times that will be specified.
• The EORE Facilitator or Officer) reports to the EORE Specialist / TFM on all matters.
• Drive DRC cars during operational time
• Support any other HMA activities when required.
• Undertake any other reasonable tasks as required by their Line Manager
• Deliver EORE sessions using approved DRC methodologies, SOPs, and IEC materials.
• Conduct community liaison activities to identify EO risks and support safe access for communities.
• Assist in identifying hazardous areas and refer to EO reports through the established reporting mechanism.
• Ensure accurate beneficiary registration and activity records.
• Maintain EORE materials and equipment in good condition.
• Immediately report safety incidents, security concerns, and explosive ordnance sightings through the established reporting chain.
• Support refresher training, simulations, and other HMA activities as requested by the Specialist or Technical Field Manager.

Requirements

Education

• University degree or equivalent relevant qualification.
• Recognized EORE qualification/certificate.

Experience and Technical Competencies

• Secondary school certificate required; diploma or bachelor's degree in Education, Social Sciences, Community Development, or related field is desirable.
• Minimum 3 years' experience delivering EORE or community awareness activities.
• Experience working with local communities.
• Experience working with NGOs or humanitarian organizations is desirable.
• Good communication and facilitation skills.
• Good report writing skills.
• Basic computer skills (MS Word, Excel, Outlook).
• Valid driving licence.
• Ability to work in remote and insecure operational environments.

Languages

• Secondary School Certificate (minimum requirement).
• Diploma or Bachelor's Degree in Education, Community Development, Social Sciences, or related field is desirable.
• EORE training certificate from a recognized Mine Action Authority or accredited provider is an advantage.
• Other Humanitarian Mine Action training is desirable.
