Organizational setting

The overall objective of the programme is to reduce health consequences of emergencies, disasters and their economic impact and to support restoring of regular health programmes and services as soon as the emergency situation is over with minimum interruption

Following are few specific objectives:

Objective 1: To enhance capacity of health sector on preparedness and response to disaster in cognizance of, and in accordance with the sustainable development goals and emergency risk information management

Objective 2: To support strengthening capacity for timely response to disasters and related health emergencies reaching universally to all affected populations and restoring regular health services accessible to all populations with minimum interruptions in service provision and supplies of essential health commodities.

Objective 3: To strengthen communicable disease surveillance and control in the context of disasters and emergencies.

Objective 4: To ensure that the effective coordination mechanism is in place with all stakeholders in the event of disasters and emergencies, and to facilitate engagement of establish linkages with relevant non-health sectors having health-oriented functions.

Description of duties

  • Provide technical support in health cluster coordination, disaster and emergency preparedness and response for Chin, Magway and Sagaing.
  • Undertake subnational coordination functions in Incident Management System of WHO Myanmar, particularly for above mentioned locations.
  • Coordinate with State and Regional Health Directorate, where and when deemed appropriate and necessary, health cluster partners and other clusters on a regular basis.
  • Collaborate with WHO staff from other technical teams and ensure linkage of health emergency activities with health-related development activities.
  • Facilitate health cluster meetings and produce minutes of the meetings timely.
  • Monitor contingency supplies and facilitate distribution of supplies to MoH where and when deemed appropriate and necessary and other partners.
  • Facilitate information management of the health cluster through updating 4W (who is doing what, where & how) table, health cluster contact list, humanitarian updates report, on a regular basis.
  • Provide technical inputs to the humanitarian programming cycle through the humanitarian needs overview and humanitarian response plan in collaboration with health cluster partners and other clusters.
  • Support the country-based pooled funding stream such as Myanmar Humanitarian Fund (MHF) as a subnational health cluster representative by liaising with cluster partners and the MHF.
  • Represent the WHO in area security management team and coordinate with other WHO personnel for security-related actions.
  • Perform additional tasks that may be assigned by ERM team.

Work relations and partnerships

The mission of WHO’s Health Emergencies Programme is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. Humanitarian Coordination Officer will provide critical support to the WHO ERM team in preparing and responding to the health needs of emergencies or disasters in close coordination with State and Regional Health Directorates where and when deemed appropriate and necessary. Furthermore, coordination with both government and non-government health actors through the Health Cluster would also be facilitated.

Impact of functions

The function plays a critical role in ensuring that the health needs arising from both acute and protracted emergencies are addressed in a coordinated and effective manner among health and non-health actors from both government and non-government actors. Humanitarian Coordination Officer supports the implementation of WHO ERM program as well as fulfilment of WHO’s role as lead agency of the Health Cluster through technical support and good links with related Public Health programme

Qualifications

Education

Essential: Physician with a graduate degree in epidemiology or public health or a related field.

Desirable: Education in health systems or services administration or management or a related field.

Experience

Essential: A minimum of two (2) years of working experience at the national or regional/state levels in managing health emergencies or disasters or related areas.

Desirable: Previous experience in emergency or disaster management with WHO, other UN organizations or other NGOs is desirable.

Language skills: Good knowledge of Burma and English languages. Knowledge of local languages is an asset.
