The mission of WHO’s Emergencies Response Programme (EMR) is to assist Members States to build their capacity to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. WHO Regional Office for Africa has been supporting Member States to enhance their preparedness and readiness capacities and capabilities, being done through the Incident Management Support Teams (IMST). The EMR Unit has been managing acute and protracted events in support to countries. In order to fulfil the responsibilities of the WHO Regional Office for Africa in humanitarian events management, additional support is required. The proposed role will cover humanitarian situations; Fragile, conflict and vulnerable (FCV) countries; and Migrants and Refugees health. The main purpose of the UNV position is to support the strengthening of the coordination between the regional office, the emergency hubs (Dakar and Nairobi) and the WHO Country Office (WCO) with humanitarian situations or FCV criteria, and to enhance the management of humanitarian events and related activities, including updating existing humanitarian events data collection tools, collation, aggregation and analysis of public health surveillance information and data to assist in the detection and response to public health emergencies,

During deployment, the duties may be modified, based upon the needs of the Programme.

Under the guidance of the WHO AFRO EMR Programme Manager and direct supervision of the Emergency Events Manager and relevant technical experts within the Regional Office, the UN Volunteer will undertake the following tasks: 1. Attend various humanitarian events management unit meetings, coordinate relevant activities, and ensure predictable follow-up on agreed action points with relevant stakeholders. 2. Provide support to the member states with humanitarian situations and strengthen assessment of humanitarian events. 3. Collaborate with Programme Managers, Epidemiologists and other disciplines within the EPR programme and with member states and support them on issues related to Humanitarian event management - including data and information collection, analysis and sharing through relevant tools, products and reports. 4. Work with relevant programme officers and information management focal points from each programme area to design, develop and maintain data exchange process-es, interfaces and mechanisms within the national health system. 5. Support the WCO to capture, share and release relevant information periodically and systemically for project review, planning and evaluation. 6. Collaborate with WCO on Training of end users in WCO’s on the design of Public Health Situation Analysis, Sitreps, reports and dashboards. 7. Support the development of information products including production of simple analysis on indicator and event-based surveillance data analysis; monthly and quar-terly bulletins; GIS information products (including HeRAMS); and data management user guides and standards.

one or more of the following areas is required: humanitarian work, public health / Epi-demiology/ nutrition planning and management, maternal and neonatal health care, or health emergency / Emergency preparedness.

Essential • A minimum of 3 years of relevant professional work experience in humanitarian work, pub-lic health emergency.

Desirable • Prior relevant work experience in WHO/UN system, health cluster partners, relevant non-governmental or humanitarian organizations, is desirable

Computer skills: • Excellent knowledge of database and data-driven application, development and implemen-tation. Knowledge of HeRAMS will be an asset. • Knowledge of statistical principles, methods and software packages and data analysis • Strong computer skills in office applications including Excel, PowerPoint, and Word.

Functional Knowledge and Skills: • Very good knowledge of the assessment, planning, development and implementation of projects and programmes information systems. • Excellent knowledge of database and data-driven application, development and implemen-tation, including HeRAMS. • Knowledge of statistical principles, methods and software packages and data analysis • Experience working in a public health or infectious diseases would be an added ad-vantage.

The Republic of Congo is a low-middle income country, located in Central Africa sub-region.

The country shares boundaries with Gabon in the South-West, Cameroon and Central Republic Africa in the North and North East, the Democratic Republic of Congo in the East, Angola and Atlantic Ocean in the South.

Since 2014, the Republic of Congo is experiencing an economic downturn, affecting the economic growth (-5 per cent in 2017). Because of the persistent drop in the price of oil, this situation drove to the decline of the gross domestic product per capita, from $3,196 in 2013 to $1,658 in 2017. Nevertheless, the country is globally stable and safe in the main urban and rural areas.

Frequent disruptions are recorded in the electricity supply, particularly in Brazzaville (political capital) and Pointe-Noire (economic capital). The living cost is relatively affordable, but some concerns with the cost of decent housing should be noted. The population enjoys dressing in style and loves music both profane and religious.

According to United Nations security standards, life and travel in Brazzaville and in the other areas major are secure.

The Republic of Congo is a unique country. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
