The Position:

The position of Humanitarian Evaluation Specialist is Home based until the Evaluation Office is relocated to Nairobi, Kenya and reports to the Humanitarian Evaluation Adviser in the Evaluation Office. The incumbent will assist the Humanitarian Evaluation Adviser in strengthening the UNFPA humanitarian evaluation function. This position will require the establishment of strong and effective working relations with other divisions and levels of the organization and with other UN agencies.

Job Purpose:

In a context marked by the multiplication of humanitarian crises, the need for evaluative evidence to account for UNFPA's performance in humanitarian assistance and to inform UNFPA's current and future humanitarian programming is increasingly essential. To address this need, the Evaluation Office is setting up a team specifically dedicated to humanitarian evaluations.

Under the supervision of the Humanitarian Evaluation Adviser, the Humanitarian Evaluation Specialist will contribute to the development of the humanitarian evaluation function at UNFPA.

Qualifications and Experience:

Education:

Advanced university degree in development studies, public health sociology, environmental science, economics, social studies, international relations or other related field.

Knowledge and Experience:

  • At least seven (7) years of increasingly responsible professional experience, including five (5) years at the international level;
  • Demonstrable experience in managing and conducting humanitarian evaluations in or for UN organizations, other multi-lateral or bilateral development organizations;
  • Proven track record as an evaluator of humanitarian operations, programmes and projects;
  • Demonstrable experience in strengthening humanitarian evaluation capacities and providing methodological guidance and advisory services;
  • Demonstrable experience in conducting workshops and training on evaluation;
  • Knowledge of specialized software applied to evaluation, including Artificial Intelligence, is desirable.

Languages:

  • Excellent verbal and writing skills in English required;
  • Fluency in Arabic and/or French required.
