MAJOR RESPONSIBILITIES

Strengthen capacity of Area Program Offices (AP) to mitigate disasters in their respective areas.

  • Emergency response assessments are according to Humanitarian Emergency Affairs (HEA) industry and WVI standards.
  • Collaborate with Operations in creating emergency strategies in each area.
  • Train AP teams in preparedness and mitigation measures of HEA
  • Support AP in identification of implementing partners in the field.
  • Ensure that WVIM is always ready to respond to any disasters, by preparing the National Plan and train AP as well as NO office. If needed to be ready for deployment to any part of the country.
  • Identify and train National staffs to be able to deploy international as well.

Enable to conduct assessments and evaluation of program needs, in both AP and disaster programs.

  • Prepare for emergency responses, monitor early warning systems and provide the information about the potential hazard and its impact.
  • Initial Rapid Assessment and sectoral Assessment enable to assess the magnitude of catastrophe and plan for the response (7 days,30 Days and 90 days) and rehab programs.
  • APs, NO, SOs and AP-HEA are well informed to mitigate impending disaster. APs relief task forces will be ready to respond to disasters and reduction of loss to lives and livelihoods.

Networking and coordination

  • Rapport is built with the key organization working in the field of HEA.
  • Participation on the national level coordination meetings and workshops
  • Information gathering and sharing at the regional and national level.
  • Updated situational report to AP and SLT during emergencies.
  • Networking would result in effective partnerships in the emergency response of all the stake holders in common assessment, response and to identify the Gaps in implementation. Uniformed Response Strategy evolved.

Emergency Response Manage emergency response during Cat I, II, III

  • Manage Disaster response by conducting risk assessment, design and plan.
  • Recommend to SLT on the category level of emergency.
  • Situation update made to the responsible WV personnel within the country.
  • Coordinate HEA communications to support offices in consultation with Senior Operations and Relief Director (SORD).
  • Ensure quality and standards during the prepared, response according to across industry HEA and WV standards.
  • Adherence of International Humanitarian standards would result in meeting the minimum Standards in the ER and to engage affected people in the relief cycle would balance the benchmarks of HAP. Compliance with the standards would open new avenues of donors.

Compile important update, plan(s) and operational information collected from WVM and other sources and record or disseminate them.

  • Ongoing ADP activities on HEA are documented and shared within and outside WV.
  • Contribute to CoP in HEA.
  • Ensure reports are prepared, documented and disseminated such as MSU, Area Program/N DPP
  • Relevant guidelines, protocols prepared and recommended to Senior Management Team or ADP MT

Develop NDMT) team in effective emergency response in the field.

  • Coordinate trainings for NDMT.
  • Collaborate with Regional HEA to build the capacity of NDMT.
  • Identify NDMT members and facilitate creation of individual learning plans.
  • Support NDMT in executing their assigned roles and responsibilities.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

  • At least 3 years of broad and deep experience in providing technical expertise in Humanitarian Assistance.
  • International experience (any disaster) in Humanitarian Assistance is preferable.
  • Ability to operate effectively and sensitively in the culture and present context of the country.
  • Strong commitment to build and work in a team environment and proven quality on this.
  • Proven self-directed and able to provide exemplary democratic leadership to the team members.
  • Tertiary education in an appropriate discipline
  • Good understanding on international standards and protocols
  • In depth knowledge on scenario planning, strategy development and pertinent documentation
  • Good communication and writing skills.
  • Ability to build and maintain strong relationships throughout range of stakeholders.
  • Good knowledge on computer skills e.g. Microsoft word, excel, power point, email and internet.
