IOM Burundi is building a locally driven and contextualized portfolio of longer-term develop-ment-principled and peacebuilding activities in parallel to humanitarian efforts to assist dis-placed populations, in line with the Humanitarian-development-peace nexus. The Transition and Recovery Department (TRD) is implementing project activities designed to empower vul-nerable populations, especially local communities that host larger numbers of Burundian re-turnees, mainly in border provinces. The TRD activities focus on stabilization and resilience; durable solutions and recovery; transition and peacebuilding (including security sector reform); and reducing disaster risks and environmental degradation.

IOM aims to help host communities to absorb an increasing number of returnees and Internally Displaced Persons (IDPs) and support durable solutions to displacement by creating platforms for dialogue, strengthening existing basic service infrastructure, and providing opportunities for short-term employment and job training. Through community dialogues, community members can determine and prioritize quick impact projects that address their needs through a participa-tory and bottom-up approach. These activities have proven paramount for building social co-hesion and reducing social tensions. In 2021, IOM’s initiatives to support stabilization, recovery and durable solutions included: 1. Social cohesion activities to promote peaceful cohabitation between IDPs, returnees and host communities; 2. Support for immediate economic recovery through income-generating activities and; 3. Implementation of QIPs, such as rehabilitation of community schools or water wells, using a Cash-for-Work modality.

Under the direct supervision of the Transition and Recovery Project Officer, and overall supervision of Emergency & Preparedness Coordinator, the UN Volunteer will, interalia, undertake the following tasks to strengthen IOM Burundi’s Humanitarian-Development-Peace Nexus approach: 1. Support Projects Manager to establish and deepen partnerships with international. national and local stakeholders including other UN agencies, government officials, local authorities and civil society.

  1. Support the development of budgets, procurement plans, activity descriptions and work plans for activities related to Transition and Recovery programming.

  2. Support the Project Manager in drafting terms of Reference, reports and implementing partner agreements;

  3. Assist in the organization of events, consultations, working groups meetings and other ac-tivities

  4. Support in carrying out joint assessments, analyses, planning and programming, with hu-manitarian and development partners to reduce the risks of vulnerabilities and enhance social cohesion

  5. Support in building local capacities of communities, local NGOs, local authorities to reduce drivers of conflicts, need, vulnerabilities and enhance resilience.

  6. Represent IOM at relevant workshops and meetings, as well as other events aimed at promoting IOM’s image and activities, as requested by the COM

  7. Participate in researching funding sources and donor trends

  8. Contribute to proposal development focusing on the Humanitarian, Development, Peace Nexus at local, national and sub-regional level

  9. Perform such other duties as may be assigned.

(ideally one year) and/or demonstrated interest in development and/or the work of international organizations, preferably in fields related to Emergency, Transition and Recovery programming including stabilization, resilience, peace-building, socioeconomic development, reintegration, disaster risk reduction, etc.

  • Experience in following areas, is an advantage:

• Coordination with different stakeholders including government at national and local level, UN agencies, NGOs and civil society • Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded;

Burundi is the fifth poorest country in the world and is ranked 184 out of 188 as per the human development index. There are 2.6 million people that lack reliable access to food, making it one of the most food insecure places in the world. The economic capital and largest city, Bujumbura is the primary port of Burundi shipping most of the country’s exports including coffee, cotton and tin. It lies on the north-eastern shore of Lake Tanganyika, which is the second largest lake in Africa. Despite being located close to the equator, Bujumbura is not nearly as warm as one might expect, due to its altitude. Average temperatures are constant throughout the course of the year with the high temperature at around 29 °C (84 °F) and the low temperature at around 19 °C (66 °F). The city center is a colonial town with a large market, the national stadium, a large mosque, and the cathedral for the Archdiocese of Bujumbura. Museums in the city include the Burundi Museum of Life and the Burundi Geological Museum. Other nearby attractions include the Rusizi National Park, the Livingstone-Stanley Monument at Mugere, the presidential palace and the source of the southernmost tributary of the Nile. Bujumbura's main attractions consist of its many beaches, parks and monuments and the cost of living is relatively low.
