The Position:

The Humanitarian Coordination Officer is located in the UNFPA Bangladesh, Cox's Bazar and reports to the Head of UNFPA Sub Office.

Job Purpose:

Under overall supervision of the Head of Sub Office, Cox’s Bazar, the Humanitarian Coordination Officer will oversee UNFPA Bangladesh’s humanitarian response and preparedness activities in camps and affected host communities in Cox’s Bazar and Bhasan Char. S/he will work in close collaboration with national authorities, humanitarian agencies (UN and international NGOs) and national partners and civil society organizations to strengthen emergency preparedness and provide humanitarian assistance to crisis affected communities in a manner consistent with the methodology outlined in the Inter-Agency Standing Committee Cluster system and Humanitarian Programme Cycle.

The Humanitarian Coordination Officer ensures harmonization and linkages in the planning, coordination and implementation of humanitarian response activities, including support with resource mobilization, staffing, operations (procurement and logistics), communications, M&E and technical and programmatic interventions and to ensure integration of UNFPA mandate within all resilience strategic plans. S/he will closely work with the teams in Cox’s Bazar and Country Office (Health, GBViE, A&Y, M&E, Communications, Operations) and other teams in the CO with frequent visits to Bhasan Char).

Qualifications and Experience:

Education:

Advanced university degree in public health, social sciences, international relations or related field.

Knowledge and Experience:

  • Minimum 5 years of experience in coordinating, developing and implementing interventions in a humanitarian or development settings.
  • A solid understanding of the humanitarian infrastructure, coordination and funding mechanisms as well as of the various roles of humanitarian actors.
  • An understanding of UNFPA’s mandate in humanitarian situations; ideally, experience of MISP implementation and of any of one of UNFPA’s mandate areas in humanitarian contexts.
  • Demonstrated strong analytical, coordination and organizational skills, as well as excellent writing skills.
  • Excellent interpersonal skills, with a proven track record of building and maintaining trust strategic alliances and partnerships with relevant stakeholders including other UN agencies, government institutions, NGO’s and iNGOs as well as donor groups, with strong communication and networking skills
  • Humanitarian experience in the region is desirable. Experience within the UN common system or other international organization is desirable. An understanding of the Bangladeshi context, and more specifically, the Rohingya refugee crisis, will be valuable.

Languages:

Fluency in English; knowledge of other official UN languages an asset.
