Org. Setting and Reporting This position is located in the Operations and Advocacy Division, Office for the Coordination of Humanitarian Affairs (OCHA), which is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

This temporary job opening is being advertised for the position of Humanitarian Affairs Officer / Field Coordinator. This position is located in the Office for the Coordination of Humanitarian Affairs (OCHA) in Pemba, Mozambique. The Humanitarian Affairs Officer / Field Coordinator reports to OCHA’s Head of Humanitarian Advisory Team (HAT) for Mozambique, and is ultimately accountable to the Head of the OCHA Regional Office for Southern and Eastern Africa (ROSEA).

Responsibilities Within delegated authority, the Humanitarian Affairs Officer will act be as the OCHA’s Field Coordinator for the escalating crisis in Cabo Delgado and the neighbouring provinces of Niassa and Nampula, based in Pemba, Mozambique, and will be responsible for the following duties:

  • Leads operational coordination for the rapidly escalating crisis in Cabo Delgado and neighbouring provinces, including: - supporting the inter-cluster coordination and area-based Humanitarian Country Team to set the strategic and operational direction of the humanitarian response in Mozambique, including chairing meetings, preparation of agendas, and drafting of background documentation and minutes; - planning and, where relevant, leading rapid multi-sectoral assessment and response missions; - engaging with relevant authorities and actors in Cabo Delgado to enable humanitarian action and ensure that international standards are upheld; - engaging with communities to ensure that the humanitarian response is community-driven and responds to community concerns; and - acting as OCHA’s primary focal point in Cabo Delgado for the prevention of sexual exploitation and abuse (PSEA).
  • Manages day-to-day activities of the OCHA presence in Cabo Delgado, proving oversight for all substantive/programmatic, logistics, administrative and security issues and managing the OCHA team based in Pemba.
  • Advises on overall policy direction and specific issues related to humanitarian action in relation to the Cabo Delgado crisis; reviews and provides advice on a diverse range of policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance and the linkages with other related areas protection and transition of coordination to national counterparts.
  • Monitors, analyzes and reports on humanitarian response and developments, disaster relief/management programmes or emergency situations in Cabo Delgado, Niassa and Nampula;
  • Leads and/or participates in large, complex projects, to include disaster assessment or other missions, including inter-agency coordinated needs assessment missions and field trips to review the humanitarian situation, response and coordination; coordinates international humanitarian/emergency assistance for complex emergency/disaster situations; ensures necessary support (e.g. staff, funding, specialized equipment, supplies, etc.); prepares situation reports to the international community, apprising of situation to date and specifying gaps and unmet requirements.
  • Assists in the production of appeals for international assistance; ensures the proper use and spending of donor contributions channeled through OCHA.
  • Assists national government counterparts to enhance operational readiness for handling emergency situations, including the annual rainy season; recommends actions based on the analysis of pertinent information.
  • Initiates and coordinates activities related to technical cooperation and technical assistance projects in disaster response and disaster response preparedness; formulates project proposals and relevant project documents; provides technical support to field work; reviews and clears project reports for submission to donors.
  • Analyzes and assists in introducing new technologies and approaches for disaster warning/management.
  • Organizes and prepares, if requested, papers on humanitarian, emergency relief and related issues in Mozambique; organizes follow-up work, including interagency meetings to support policy development work and decision-making on important issues; and ensures the implementation of recommendations emanating from relevant studies.
  • Assists or leads, as appropriate, in the preparation of OCHA reports, background papers, correspondence, presentations, background papers, policy guidelines, etc.;.
  • Partners with other humanitarian agencies to plan and evaluate complex humanitarian and emergency assistance programmes; helps ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, including gender-related considerations.
  • Establishes and maintains contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc.; ensures appropriate mechanisms to facilitate collaboration and exchange of information both in and outside the UN system, including on early warning and contingency planning, etc.
  • Serves as the primary focal point on specific topics or issues, including in relation to safeguarding humanitarian principles, humanitarian access, and ensuring the effective delivery of humanitarian assistance, as well as cross-cutting issues including gender, protection, accountability to affected people and prevention of sexual exploitation and abuse; keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc., ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues.
  • Organizes and participates in work groups, meetings, conferences, consultations with other agencies and partners humanitarian and emergency relief-related matters.
  • Provides leadership and work direction to assigned work team, and/or mentors and supervises the work of new/junior officers.
  • Performs other duties as required.

    Competencies PROFESSIONALISM: Knowledge of wide range of humanitarian assistance, emergency relief and related human rights issues. Conceptual and strategic analytical capacity, to include ability to analyze and articulate the humanitarian dimension of complex issues that require a coordinated UN response. Education An advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field, is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience- A minimum of seven years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required. - Humanitarian experience in the field (actual setting where a mission or project is being implemented) in emergency situations (complex emergency or natural disaster) is required. - Humanitarian coordination experience in the country context (Mozambique) is desirable. - Experience in the UN Common System is desirable.

Languages French and English are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and knowledge of Portuguese is required.

Special Notice - This temporary position is intended to fill the functions for the duration of 364 days with the possibility of extension, subject to availability of funds and mandate extension. The selected candidate is expected to start as soon as possible.
