Ethiopia is facing multiple humanitarian challenges. The two-year conflict in northern Ethiopia has caused immeasurable suffering to populations across Tigray, Amhara and Afar. More than 5 million people require humanitarian assistance in Tigray alone. Hostilities in serval pockets of the country continue to displace civilians from their homes; and the deepening Horn of Africa drought impacting eastern and southern Ethiopia continues to ravage lives and livelihoods.

New conflicts leading to more displacements have erupted in the last few months, some in areas where the conflict is ongoing, impeding the delivery of humanitarian response. A variety of issues including monitoring and analysis of access constraints, humanitarian negotiations, advocacy and some elements of humanitarian civil-military coordination and of protection are an important part of the humanitarian response.

The HCT has prepared an access monitoring tool that is being used by partners to report on access impediments and is maintained by OCHA. OCHA has also been supporting the HC and the HCT in conducting access analysis and coordinating the advocacy dialogue with the government to resolve access impediments.

Under the direct supervision of the Head of Access Unit, the UN Volunteer will undertake the following tasks: •Prepare or contribute to the preparation of written reports, documents and communications, briefings, presentations and correspondence in the Access unit. •Support information collection, analysis and management of humanitarian access incidents reported by aid partners in Ethiopia; •Support timely sharing of information between OCHA Addis office and OCHA offices in the field in regard to Access issues; •Undertake field missions in support to the Head of Access to undertake in-depth reviews of specific situations and provide the required support to field hubs. •Provide analysis of field reports and other federal level reports, draft summaries and follow up issues with the field offices and Addis head office and ensure that appropriate and timely feedback is provided. •Support organization of Access WG meetings, dissemination of access related information with aid partners and donor community in Ethiopia •Organize and participate in working groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters, specifically on issues related to COVID-19 preparedness and response. •Perform other duties as required.
