Background

The war against Ukraine has led to the largest and fastest-growing refugee crisis in Europe and one of the biggest security threats since World War II. The ongoing violence and destruction not only affect civilians within its borders, but also lead to a large-scale population movement that have spilled over into neighboring countries or even further away as more than seven million Ukrainians sought safety, protection, and assistance away from their country. The war has continued to generate displacement and large-scale new arrivals to refugee-hosting countries along with dramatic levels of suffering, shattering the lives of many Ukrainians.

UN Women is committed to ensuring that women and girls are not left behind in the war against Ukraine. UN Women's engagement with humanitarian and refugee response space is more critical than ever to ensure that humanitarian response prioritises women and girls’ voices and needs within the Regional Refugee Response.

UN Women Europe and Central Asia Regional Office is working across the regional humanitarian and refugee response architecture to ensure a gender-transformative response framework. Serving governments, CSOs, UN Country Teams/Humanitarian Country Teams (UNCTs/HCTs), and UN Women country offices, the Office provides policy advisory services; creates, and disseminates knowledge, evidence and data on gender equality; and advances coherence for gender in humanitarian action/refugee response, including through gender mainstreaming and the coordination of humanitarian/refugee response structures on gender.

In light of the above, UN Women Europe and Central Asia Regional Office is implementing a new programme ‘Promoting gender-responsive refugee responses at the regional and country level’ to ensure that women and girls’ voices and needs are met and prioritized within the Regional Refugee Response. The programme seeks advancing gender-responsive programming, financing, and the coordination with and of UN agencies, regional inter-governmental bodies and other stakeholders in addressing the gendered consequences of humanitarian crisis. Under this 12-month intervention, ECARO is working towards producing the following results:

Output 1.1: Women-led Organizations (WLOs)/Women’s Rights Organizations (WROs) are included and meaningfully represented into the mainstream Regional Refugee Response Plan development and implementation and recognized as significant humanitarian/resilience actors.

Output 1.3: Strengthened UN/I/NGOs/CSOs concrete actions at regional level for the integration of gender equality and women’s rights in HDPN both within the regional UN system and the broader RRRP architecture.

Duties and Responsibilities

Objective

To ensure increased and sustained engagement in the humanitarian and refugee response, UN Women is seeking an international consultant to build skills on Gender in Humanitarian Action (GiHA) and promote gender mainstreaming across regional and country level humanitarian and refugee coordination structures, develop GiHA Accountability Frameworks and produce knowledge products on GiHA.

Duties and Responsibilities

Working under the overall supervision of Regional Humanitarian Specialist and Humanitarian Programme Specialist, the consultant will be responsible for the following:

  • Prepare one (1) day training on mainstreaming gender across regional and country level humanitarian and refugee coordination structures. The consultant is responsible for developing all training materials, PPTs, pre- and post-training evaluation questionnaires.
  • Deliver two (2) one-day trainings on GiHA for different stakeholders, including representatives of WLO/WRO engaged in HA across the region, in cooperation with locally engaged consultants/facilitators. Tentatively one training will be held in Slovakia, the other in Poland.
  • In collaboration with local facilitators, prepare a short consultation with WLO/WROs following the training sessions.
  • Prepare a detailed report on the delivered trainings and consultations, including pre- and post-training evaluation assessments, and recommendations for future actions (in English).
  • Develop two (2) localized country level GiHA accountability frameworks and action plans. One will be developed in close collaboration with Moldova CO team.
  • Develop three (3) knowledge products on GiHA in cooperation with Regional Humanitarian Specialist and Humanitarian Programme Specialist. Details of the knowledge products will be decided jointly by the consultant, Regional Humanitarian Specialist and Humanitarian Programme Specialist, but might include e.g. gender briefs on different sub-topics or guidance notes/tools for gender responsive humanitarian action.

The time required for the consultancy is up to 15 working days per month, for 5 months, tentatively from 1 April to 31 August 2023.

Education:

  • Master’s degree or equivalent in international development studies, international relations, social sciences or a related field relevant to the requirements of this TOR.

Experience:

  • At least 5 years of progressively responsible experience, with a particular focus on gender and protection in emergencies.
  • Demonstrated experience in facilitation of workshops and trainings on gender mainstreaming in humanitarian settings, especially targeting WRO/WLO.
  • Experience leading the development of GiHA related research/knowledge products is considered an asset.
  • Experience working within the United Nations System will be considered as an asset.

Language Requirements:

  • Fluency in written and spoken English required.

  • Any additional travel that is not included in this TOR will be arranged and covered by UN Women separately and therefore will not be part of the SSA payment.

Payment Schedule:

The consultant will be paid in one instalment upon the submission of all deliverables and UN Women approval. The work plan, deliverable milestones, and instalment schedule may be modified in agreement with the consultant and UN Women supervisor.

If the consultant is required to travel on official business to perform their roles and responsibilities, UN Women will cover the DSA and cost of travel to the location as well as their return upon completion of services.

Evaluation of Applicants:

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  1. Responsive/compliant/acceptable, and
  2. Having received the highest score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.
