Job Description

The Lebanon Humanitarian Access and Security Senior Officer contributes in the analysis of accessibility in the country in order to facilitate useful information for the planning of humanitarian intervention and IRC programming. The Humanitarian Access ad Security Senior Officer will support to maintain, improve and expand principled humanitarian access to affected populations in area of responsibility through liaison, analysis, monitoring, reporting and training.

Major Responsibilities:

Safety and Security Management Planning

- Work with HASSM to develop, consolidate and implement operating procedures and contingency plans for the country program. - Follow up and evaluate the update of the hibernation and evacuation plans for all IRC offices and residences in Lebanon. - Conduct risk assessments of contracted and prospective offices and residences in Beirut and Mount Lebanon. - Support in undertake continual assessments of equipment to ensure that minimal conditions for security are being met. - Support HASSM in updating the Country Security Management Plan (SMP) and related documents. - Lead on the planning of VIP and donor visitors. - Support in establishing and maintaining formal and informal relations and a network of contacts allowing the collection of information related with the humanitarian access, specifically in the areas of current or planned intervention. - Develop and update list of contacts (formal/ informal) and create a stakeholders map per district/ sub-district.

Monitoring, Analysis and Supervision

- Compile the Monthly Security Report that track incidents and trends within the IRC’s area of operation. - Compile and Submit the Weekly Security Report. - Work closely with IRC teams to ensure all incidents and accidents are followed up with an official written report, which is then shared with relevant stakeholders and filed appropriately. - Coordinate regularly with the HASSM on safety and security, and fulfill reporting requirements to the region. - Support in developing and maintaining up-to-date Lebanon context analysis and risk assessment, as well per zone of intervention. Daily Security Report, Weekly - weekend updates, Bi weekly context analysis, S&S monthly report, etc. - Regularly monitor the news and share timely security related information on the platforms adopted by IRC Lebanon (WhatsApp, RescueAlert…) - Support in provide timely contextual and data inputs into humanitarian situation reporting and share them with internal stakeholders. - Support HASSM in identifying barriers to access and develop support field management to develop strategies to address identified barriers.

Capacity Building

- Provide Training(s) may include Standard Operational Procedures (SOPs); Contingency Plans (CPs); Security Management; Incident Reporting; Prevention and Response Mechanisms; Communications. - Conduct orientations for new staff and visitors. - Assist the building of capacity, awareness and preparedness of staff to deal with security-related risks, threats and incidents through the delivery of high quality, regular trainings/ briefings to national and international staff and IRC visitors when deemed necessary. - Deliver Humanitarian Negotiation Training and access related sessions/ training. - Support in following up and execution of the Capacity building plan.

Reporting Relationships and Coordination:

- Reports to****: Humanitarian Access and Security Coordinator - Dotted-Line: Country Director - Internal: Program & Operation Teams - External: All stakeholders related to Humanitarian Access and Security in the region.

Qualifications

- Education degree: Bachelor Degree. - Field of education: Tertiary Education (Bachelor minimum) in Communication, Politics, Risk or other related field. - 3-5 years of Experience working with NGOs, other international agencies or multinational business. - Proven ability to prioritize tasks and meet deadlines. - Stable, moral and robust character and a good team-player. - Excellent communication skills, calm and a good sense of humor. - Proven commitment to accountability practices. - Fluent in written and spoken English and Arabic is preferable; fluency in French is a plus. - Management and/or supervisory experience. - Training or experience in crisis management. - Training in safety, fire and evacuation procedures. - Training in safety and disaster management. - Experience negotiating access for humanitarian or other agencies.

Other:

The position will be based in Beirut, Lebanon - with regular travel within the country.
