You have:
- Bachelor's degree in BA, Economics or any other related field.
- A minimum of 1 year of non-profit or NGO work experience within international humanitarian assistance programs.
- Very good knowledge of English and Arabic, writing and speaking. Hebrew knowledge is an asset.
- Proven communication, interpersonal, representation, negotiation and skills.
- Computer skills—database knowledge is essential, as is operating Excel and Microsoft PowerPoint. Knowledge of Power BI or similar apps is an asset.
- High attention to detail and ability to neatly complete assigned paperwork.

Role and responsibilities
The purpose of the HAS Technical Assistant position is to assist in the day-to-day implementation of the HAS Country Office department’s functions and responsibilities. The HAS Technical Assistance’s role will assist in implementing operational unit functions in collecting, storing and analysing information about the security and access situation in the Palestine area and the security situation in the Region that affects the security situation in Palestine, staff tracking during their movement, tracking of the staff who is coming to the country office operational area including Amman hub-office, sending bulk-SMS alert advisories to the staff. The HAS Technical Assistant reports directly to the HAS Manager.
Qualifications
Generic professional competencies:
- Bachelor's degree in BA, Economics or any other related field.
- A minimum of 1 year of non-profit or NGO work experience within international humanitarian assistance programs.
- Good knowledge of the city and general area in the assigned location, and the provinces of Palestine, ability to read and interpret maps and operate Google My Maps. Knowledge of using Google Earth and QGIS is an asset.
- Ability to travel throughout the West Bank and East Jerusalem.
- High attention to detail and ability to neatly complete assigned paperwork.
- Experienced using office management software, including Word and Excel
- Proven communication, interpersonal, representation, negotiation and skills.

Responsibilities
Specific responsibilities
- Constantly monitor all available sources of information with the purpose of collecting data about the security situation in the Palestine Country Office area of activity – Gaza and East Jerusalem/West Bank Area Offices and the Region of the Middle East.
- Collect and store all data about the security situation in the Palestine CO and MENA that affects the security situation in Palestine and Israel using all available tools like Excel, Power BI, Microsoft PPT, QGIS etc.
- Provide inputs for the HAS Officer to prepare a draft of the HAS daily, weekly, and monthly reporting based on the collected and processed information.
- Technically maintain location boards tracking NRC staff.
- Alert security focal points of important events by monitoring the internet, Telegram channels, Social media, TV and radio news in local languages.
- Awareness of every single security event or issue that happens in their area of responsibility to monitor – Gaza and the West Bank.
- Providing information to the Country Office HAS unit for drafting and distributing SMS announcements to all staff at the request of a member of the security department, and announcing the same information to all the drivers. SMSs should follow this format: “Security Alert: 0000hrs; Date; Incident; Advisory.”
- Perform any other tasks related to HAS and the position as delegated by the line manager.
- Implement gradual migration of the HAS documents from the Filing Tree to the Office 365 Share Group – “PS Jerusalem Security PS” as the initial step in close cooperation with HAS staff. When ICT establishes a new SharePoint Filing Tree, migrate all the documents to a dedicated place for the HSS.
- Provide maintenance of the SharePoint HAS Folder with ICT and cooperate with HAS departments for proper storage of the HAS documents there. Keep all Country Office documents properly filled in the Office 365 Share Group, and final documents are filled in the archive Filing Tree.
