The Humanitarian Access Advisor position supports principled programme design and implementation by providing analysis and operational guidance to ensure sustained and quality access. In Yemen, this position plays a dual role of NRC’s internal Access Advisor, leading on strategic initiatives related to Hard to Reach programming, leading on access negotiations, capacity building NRC teams, and external representation with senior-level stakeholders, as well as the Co-Chair of the National Humanitarian Access Working Group. The following is a brief description of the role.

Specific responsibilities

The Humanitarian Access Advisor plays a dual role as both NRC Yemen’s Access Advisor, working internally with NRC teams on NRC programming and advocacy, as well as Co-Chair of the National Humanitarian Access Working Group (HAWG).

Co-Chair HAWG:

• In a complex inter-agency set-up, play a key role strategic and operational access discussions and negotiations, under the oversight of the HCT
• Co-lead the development, implementation, and monitoring of the Inter-agency Access Strategy
• Represent HAWG with senior external stakeholders including government ministries, de facto authorities, security actors, donors, and diplomatic missions
• Capacity building of HAWG partners (both NGO and UN) on humanitarian principles and access negotiations
• Develop principled common positions on behalf of the humanitarian community, ensuring wide consultation with stakeholders and buy-in of humanitarian leadership
• Provide key support to INGO Country Director’s Group on

Internal NRC Access role:

• Act as a senior advisor to the Country Director and CMG on NRC’s positions and approach to relations with local and national authorities
• Work closely with field staff to ensure sound knowledge of principled access and negotiations
• Support with establishing and maintaining contacts with the authorities in the areas of operation with a specific focus on the development of access related networks.
• Lead on developing access negotiation strategies for complex and risky access impediments
• Lead the development of context specific tools in support of building anticipatory analysis
• Working closely with the Advocacy Manager, develop advocacy products specific to access
• Provide capacity building and to field staff on access related topics (humanitarian principles, negotiations, context analysis).
• External representation of NRC in national and international fora related to access and humanitarian coordination, including with governments, donors, and diplomatic missions
• Lead strategic initiatives related to operating in Hard-to-Reach Areas; work closely with AO/CO teams to develop access strategies and operate in a principled manner

Generic professional competencies for this position

• Minimum 5 years of experience with in a similar functional with NGOs, UN or private sector.
• Previous experience from working in complex and volatile contexts
• Documented results related to the position's responsibilities
• Technical expertise in humanitarian access
• Technical knowledge of and experience managing and/or advising on humanitarian access
• Knowledge about own leadership skills/profile
• Previous experience in remote management
• Fluency in English, both written and verbal
• Bachelor degree in a relevant field
• Analytical-minded and able to read political /reference maps

Context related skills, knowledge and experience

• Strong experience in access-constrained environments, including bureaucratic impediments
• Strong experience working in contexts with assertive authorities and fragmented governance
• Strong experience with developing negotiating strategies; previous experience training others on humanitarian access negotiations an asset
• Experience leading humanitarian coordination bodies an asset
• Experience of assessing political, social and security situations in the country
• Fluency Arabic is desired.
• Familiar with local culture, politics and geographical areas
• Strong interpersonal skills, including capacities to negotiate with non-government stakeholders
